I fail to understand why it was necessary to spend that amount of
Money (plus what has already been spent) on the unnecessary upgrade of a road that is in a much less densely populated area than those in the north/centre of the island ?? It would have seemed prudent to work OUT from the capitol & airport IMHO.
Also, going back to the projected costs of the extension around the airport, was that not a similar distance ?? These costs seen to be only a fraction of that, why ???

Usually these things depends on who is paying. My guess is the signs will claim "Funded by the EU " or something similar. The local government might have only put out a fraction of the total. Likely the funds came out of a fund to help underserved areas.
