The EU countries begin their energy saving campaign this August in the face of autumn and winter months that are expected to be cold and uncertain at the mercy of what Vladimir Putin does with gas. Under the agreement initialled last week in Brussels, Member States are committed to reducing their energy consumption over the next eight months in order to have the best prepared reserves in the event of further supply cuts.
In this line, the Spanish Government presented its main lines to reduce the demand for energy by 7% and comply with what was agreed in the community capital. The European threshold is set at a reduction of 15%, but countries such as Spain benefit from a framework of exceptions due to its good energy outlook: it has good regasification systems, it is connected to France by two powerful pipelines and its gas storage is above the European average.
The shutdown of shop windows and the adjustment of thermostats in public spaces - except in health and training centers and means of transport, among others - will begin to be applied on Wednesday, although immediate sanctions are not expected to establishments that are still adapting to the measures.
The places to which the "Shock Plan of energy saving and management in air conditioning" is directed had until Tuesday night to launch the initiatives approved by the Government, which, however, admits that it will be necessary to "give a margin" to the owners to favor that they comply with the norm.
"I don't think anyone is going to impose fines immediately. There will have to be a warning, ask why they are not being applied and, in a proportionate way, go adopting measures, "explained on Tuesday the third vice president and minister for the Ecological Transition, Teresa Ribera, in an interview on the SER chain.
However, "if the days pass and that is not happening, or if tomorrow -for today- there is a serious problem because somewhere it is not massively applied", the Executive will contact the autonomous community in question without waiting "months or weeks", he warned.
This package of measures, which will be complemented in September by the Contingency Plan, seeks to reduce energy consumption in the context of the Russian invasion of Ukraine and contribute to ensuring the supply of gas – a raw material that is also used for electricity production – in the European Union for next winter.
One of the approaches is the limit to the thermostat in public spaces so that they are not below 27 degrees in summer or exceed 19 in winter.
It will be applied in buildings and premises of administrative, commercial and public use, such as theaters, cinemas, establishments of public shows and recreational activities, train and bus stations, and airports.
