Didn't even know they are building a new school in Villaverde just came across this article in Diario de Fuerteventura about the delay:
The Cabildo de Fuerteventura and the City Council of La Oliva will have an extended term until December 16 to complete the works of access to the new Infant and Primary Education Centre (CEIP) Villaverde, from the FV-101 road. The work of the front access road to the new facilities and the channelling for supplies correspond to the consistory, while the Insular Government must make the connection for access from the main road, according to the agreement reached by the three institutions to build the new CEIP on the chosen site.
The extension of the term is due to the request of the winning company to apply the legal precept that allows the companies that execute public works to request that the deadline for delivery be postponed, for reasons beyond the control of the same. Specifically, the successful bidder has invoked Article 213.2 of the Consolidated Text of the Law on Public Sector Contracts, according to which "if the delay was caused by reasons not attributable to the contractor and he offered to fulfil his commitments by extending the time that was had indicated, will be granted by the Administration a term that will be, at least equal to the time lost, unless the contractor requested another minor ".
In this case, the company has argued several reasons, aimed at improving the functionality of future installations or completing administrative procedures that guarantee the complete legality of the facilities. The main change is in the kitchen and the annexed rooms, initially planned with a simple installation for a catering service, in the initial project of the year 2011. Finally, the new centre will have industrial facilities, which will enable a direct management service and cooking the food in the centre itself, which is why the gas installation and extraction project in the kitchen and the annexed rooms have been modified, in order to offer an improved service to the educational community of Villaverde.
The other improvement is the modification of the photovoltaic installation, in order to increase the efficiency of the facilities, by taking advantage of the provisions of Royal Decree 244/2019, of April 5, which regulates the administrative, technical and of the self-consumption of electrical energy.
Until that normative modification of just over three months ago, it was expected that the photovoltaic panels installed on the roof of the building would use accumulation batteries of excess energy, with an expensive and continuous maintenance. Now, the regulation allows the unused energy to be discharged to the electric grid, without the need to accumulate it, so the Money provided for the purchase of the batteries can be used in the placement of more panels and, at the same time, the costly ones are saved future maintenance operations, which increases the energy efficiency of the entire facility.
To duly complete these aspects of the work, the Ministry of Education and Universities has granted the company the extension of the requested deadline and has so informed the other two administrations responsible for the development of access to the CEIP, so that they can plan adequately the remaining works and take advantage of the opportunity to open the facilities with all the finished work, both internal and external to the new school.
