#1
Radio Sintonia:

Puerto del Rosario will have 56 new protected houses.

In a statement issued by the Government of the Canary Islands it is reported that the Ministry of Public Works, Transport and Housing, directed by Sebastián Franquis, has put on the market a promotion of 56 new private homes with official protection for rent, in Puerto del Rosario, Fuerteventura, after subsidizing with an item of 489,004 euros to the majorera developer Bonete Garden S.L. for the completion of the works of this lot of houses that You were paralyzed.

Expansion of the housing market

The aforementioned company obtained this subsidy after attending, together with other private developers, in the call made by the Canary Islands Housing Institute (ICAVI) for a new line of aid aimed at promoting the expansion of the stock of protected housing in the Autonomous Community in collaboration with the private sector. This aid is part of Program 5 of the Canary Islands Housing Plan (2020-2025) that seeks to promote public-private collaboration to expand the market for rental housing at affordable prices and at the same time help conclude private developments that were left half-built due to lack of budget.

This promotion, whose works have just been completed thanks to the ICAVI grant, are located on Pelayo and Hernán Cortes streets, in the municipality of Puerto del Rosario, and tenant families will be able to enter their new homes next week. The aid of the Government of the Canary Islands will allow this private promotion of 56 homes to have official protection for 30 years and, therefore, to be destined to families registered in the Register of Housing Applicants of the municipality whose income does not exceed four times the IPREM (Public Indicator of Income of Multiple Effects), that is, those annual incomes less than 31,632 euros.

The new homes include parking space and storage room and vary in size from 47 square meters, with a maximum rent of 272 euros per month, to 90 square meters, with a rent of 561 euros per month.

Affordable housing

The ICAVI granted the subsidy to the company Bonete Garden S.L. at the end of 2021, after submitting to the public call for aid together with other companies, which allowed this promoter to complete 63% of the works of the new promotion that were still pending execution for several years. With the completion of this promotion, the company that owns the building undertakes to allocate the 56 homes to the general rental regime for the next ten years, respecting the qualification of protected housing for 30 years. In this way, these homes will be available during all this time for the housing seekers of the municipality.
The counselor Sebastián Franquis, in the presentation of the Housing Plan 2020-2025 defended the need to promote public-private collaboration to increase the number of homes at an affordable price in the market, and to that end a line of subsidies for private developers with half-finished homes was launched in 2021. For this purpose, 2,458,364 euros were allocated that will allow to finish and make available to families with fewer resources, 208 new homes of private developers in the municipalities of Santa Úrsula, Santa Lucía de Tirajana and this promotion of Puerto del Rosario.

The Government announces the tender for 185 new public housing in Fuerteventura.

Franquis highlights in Parliament the delivery of the first 56 homes of the Plan in Puerto del Rosario.

The Minister of Public Works, Transport and Housing, Sebastián Franquis, has informed the parliamentary committee of the actions in the field of housing that are being executed through the Canary Institute of Housing (ICAVI) on the island of Fuerteventura, where 185 new public housing are already about to be tendered with a planned investment of 24,753,774 euros and the rehabilitation of 80 properties for 486,450 euros, all of them, actions included in the Canary Islands Housing Plan (2020-2025). In addition, stressed the regional councilor, the first homes of the Plan, within the program of collaboration with the private sector, were delivered last month in Puerto del Rosario, the first 56 affordable rental homes of the current housing plan

"We are talking about actions of the Housing Plan, which has been in force for two years, on the island of Fuerteventura and today, although you do not give it importance, I can tell you that we have already delivered 56 homes in Puerto del Rosario, the first of the Plan in the Canary Islands and you do not give it importance, "said Sebastián Franquis in response to an interpellation of the parliamentary opposition, "In addition, right now we are waiting for authorization from the corresponding municipalities to tender the works of another 185 homes and to rehabilitate another 80 homes."

Of this lot of newly built homes reported by the Minister Franquis, in the municipality of Puerto del Rosario is already being carried out the processing to tender for the construction of 75 public housing distributed in a promotion located on the Bernegal plot, with 28 homes, and another on the Don Quijote plot, with a lot of 47 homes. Both projects have a total investment of 10.5 million euros and are pending technical approval for subsequent publication on the Contracting Platform. The counselor also announced that it is planned to incorporate a lot of 33 homes in Puerto del Rosario that will be financed with another 4.1 million of the funds of line 6 of the Next Generation Funds of the EU.

This same line of European Funds will be applied in the municipality of La Oliva where ICAVI plans an investment of ten million euros to promote the construction of a promotion of 81 homes for affordable rent in Corralejo.

As Sebastián Franquis highlighted at the beginning of his speech, one of the fundamental lines of the Housing Plan is public-private collaboration to expand the market for rental housing at affordable prices. Thanks to this program, 56 new private homes with official protection have been delivered in the capital of the island, whose works were paralyzed. Through an ICAVI grant of 489,004 euros to the majorera developer Bonete Garden. S.L promoted the completion of this promotion paralyzed for years. Once the works are completed, it has been made available to those registered in the Register of Applicants of the Vivivenda with an income not exceeding four times the IPREM (Public Indicator of Income for Multiple Purposes), that is, 31,632 euros per year.

In terms of rehabilitation, in the municipality of Tuineje continues to promote the improvement of a group of 80 homes in Gran Tarajal framed within the ARRUS program of the State Plan 2018-2021, of which the agreement has already been signed for a second phase and a transfer paid by the Government of the Canary Islands of a total of 486,451 euros.

Aid to municipalities with less than 20,000 inhabitants

Within the Canary Islands Housing Plan, collaboration with the Canarian Federation of Municipalities (FECAM) is also contemplated to promote the program to combat depopulation in rural areas for municipalities with less than 20,000 inhabitants. A program whose objective is to buy or rehabilitate homes to revitalize population centers. Within this line, Fuerteventura has three municipalities (Tuineje, Betancuria and Antigua) that have taken advantage of this program with a total ICAVI investment between 2021 and 2022 of 1,561,434 euros.

"More than one and a half million euros we have distributed to the municipalities of Fuerteventura to rehabilitate, buy housing and execute what they decide, product of a program of the Housing Plan that we have developed jointly between the Autonomous Community and the FECAM in the last two years, "recalled the counselor Franquis to the opposition, "a million and a half to buy and rehabilitate homes in the different municipalities of less than 20,000 inhabitants on the island of Fuerteventura. Not to recognize that is to be out of reality, which is what you normally do."
