It is a shame some of these sites couldn't be used as some form of government scheme for affordable housing.

The City Council of La Oliva insists on the disaffection of the old school of Villaverde.

In an effort to revitalize and give new life to the old Villaverde school, the Councilor for Education of the City of La Oliva, Omaira Saavedra, has made arrangements since October 2023 with the Ministry of Education of the Government of the Canary Islands, requesting the disaffection of the school to begin the long-awaited improvement and transformation works. The municipal institution claims to be currently "with its hands tied", since, as they explain, the powers to disaffect the school fall on the Government of the Canary Islands.

The de-affectation of an infrastructure refers to the process by which an asset is officially removed or released from its initial use or specific destination. In this case, the City Council of La Oliva seeks that the old Villaverde school ceases to be linked to the specific educational purpose or any other restricted use that it initially had. Once disaffection is achieved, the infrastructure can be considered for other uses or projects.

The Councilor for Education of the City of La Oliva, Omaira Saavedra, since October last year, has made up to two searches to the Ministry of Education of the Government of the Canary Islands, this being the first action to respond to the demands of the neighbors, who have expressed their concern about the state of abandonment of the space. The request seeks to obtain the necessary authorization to take a crucial step towards the renovation and adaptation of the old Villaverde school, which is currently in obvious conditions of abandonment.

The mayor of La Oliva, Isaí Blanco, has made a public and urgent call to the Ministry of Education to prioritize the file and give the go-ahead to the disaffection of the school. In his statements, the mayor said: "It is essential that the Ministry of Education provides its collaboration as a priority in this matter. The residents of Villaverde, and the municipality of La Oliva, deserve to enjoy a renovated and multipurpose space that meets their needs".

The Councilor for Education stressed the importance of continuing to press for disaffection: "We have been managing this request since October last year, and it is crucial that the ministry responds favorably. We have made the request again this February 2024 and we will continue to do so as many times as necessary to remember that this is a priority for the municipality of La Oliva".

In the images shared by the City Council, the state of abandonment of the school is clearly evident, underlining the urgency of the action. It is expected that the Ministry of Education will act quickly to allow the necessary improvements and turn the old Villaverde school into a useful and beneficial space for the community.

In relation to the recent visit made yesterday, February 20, by the councillor Poli Suárez to some educational centres in the municipality of La Oliva, Mayor Isaí Blanco expressed his disappointment: "It is a shame that the councillor makes a visit without giving sufficient notice to the municipal institution. This makes it difficult for us to directly express the needs of the City Council to address the shortcomings in municipal schools." The mayor hopes that the councillor's request to FECAM about the financing by the Government of the Canary Islands towards the municipalities will be effective, thus contributing to the maintenance of local educational infrastructures.
Drones for the eradication of containers and illegal constructions on rustic land in Fuerteventura.

The Minister of Territorial Policy, Territorial Cohesion and Water of the Government of the Canary Islands, Manuel Miranda, today presented the new drone unit of the Canary Islands Agency for the Protection of the Natural Environment (ACPMN), which debuts with a coordinated action with the Cabildo of Fuerteventura and the six Majorero municipalities for the eradication of containers and illegal constructions on rustic land on the island.

"The incorporation of drones and the creation of this new unit is an important advance in the inspection and surveillance work of our territory carried out daily by the Government of the Canary Islands, because it will greatly facilitate the tasks of locating urban and environmental irregularities, the main function of the Canary Islands Agency for the Protection of the Natural Environment", said counselor Manuel Miranda.

The new drone unit, attached to the Territorial, Environmental and Preliminary Actions Surveillance Service of the ACPMN, is made up of two coordinators and nine pilots. In their inspection and surveillance work, they will use two "Matrice" drones, which incorporate the latest technology in agility, speed and safety features, with redundant barometers for maximum reliability, and intelligent flight features that facilitate the recording of complex shots.

Its 4 high-performance engines ensure stable flight in winds of up to 43 km/h, have a flight range of 33 minutes, a range of 8 km and can reach a speed of 81 km/h.

The drones use a Dual GPS configuration for greater flight safety, which is reinforced with visual sensors that allow great precision, and have the AirSense system, which allows manned aircraft to be known in real time in the surrounding space. They have an infrared vision and detection system, and are equipped with a Zenmuse Z30 RGB camera, which allows high-resolution images to be transmitted.

The first field work of the new drone unit of the ACPMN is being carried out these days in Fuerteventura, in a joint action agreed a month ago with the Cabildo and the six Majorero municipalities to eradicate the proliferation of illegal containers and installations on rustic land, which do not comply with the regulations and represent a serious attack on the landscape.

The first flight took place in El Jablito, municipality of La Oliva, and was also attended by the Minister of Environment of the Cabildo Insular de Fuerteventura, Carlos Rodríguez, who stressed the need to "put a little order, because the natural soil has to endure and we must return to its original state the land that has been irregularly modified".

The solution to this growing problem, which affects not only the island of Fuerteventura, involves a "joint and coordinated" action between all the administrations, through the Canary Islands Agency for the Protection of the Natural Environment, which already provides its support and advice to the affected municipalities for the processing of the corresponding enforcement orders. as explained by its director of the ACPMN, Montserrat Ortega.

The Minister of Territorial Policy recalled that the municipalities are responsible for processing in the first instance the execution orders to end this irregular practice, and called for citizen collaboration, since with this administrative formula the removal and recycling of illegal facilities does not represent an added cost for the affected party.

On the contrary, failure to comply with an enforcement order can lead to substantial economic penalties "that in no case do we want, but that the administrations have to apply in defense of our environmental heritage," Miranda said.

In the last three years, the Government of the Canary Islands has processed some 280 files on the island of Fuerteventura for containers, huts and installations on unauthorised land, although the Cabildo calculates that there may be more than 500 installations of this type, so the aim is to strengthen and make more effective the joint action of the three administrations: regional, insular and local.

The El Efequén Heritage Association publicly denounces the demolition of the house known as Casa de la Pantera or Casa de Maximina Santana, in the town of El Cotillo. This house was built in the mid-nineteenth century with the materials and values of traditional architecture. It was a U-shaped stone house with all its rooms standing and a façade facing south. Despite its age, the house did not have partial collapses and preserved all its walls, walls and even roofs until February 5, 2024, when a shovel demolished it almost entirely.

The group points out that they are informed that this house appears in the Municipal Architectural Catalog that has been in the process since 2008 but to date has not been approved or published. Therefore, this house does not have the proper protection, although it meets all the requirements for it. The promoter of the new work has a demolition license from the City Council of La Oliva dated December 2014 where it is established that it is a "house in ruins", proceeding to its demolition just before the approval of the Municipal Architectural Catalog that has been in process for almost thirty years.

In addition, this event is reminiscent of what happened with the so-called "Casa de Sarabia", which went from being a three-quarter black stone house on the cliff to a kind of two-storey palace less than a few metres from the sea. In the same way, the stone house was demolished with the pertinent permits and a mammoth was built in its place that does not maintain the line of materials or form of the traditional construction of the town of El Cotillo.

On the other hand, right in front of the Casa de la Partera we have a recently built work -which does not fit into the environment due to its morphology and size-, which at the time was in litigation because it was built very close to a lime kiln that was expected to be declared a BIC. This declaration only occurred after the construction of the new work.

We want to emphasize that this town is being the victim of a process of significant speculation. This case is a clear example of this. It is an old one-storey house, in the process of protection, close to the sea, with views of Piedra Playa, Roque de la Mar and Torre del Tostón, which will never be covered, acquired by a citizen of the European Union for demolition and subsequent replacement by a two-storey residential building with a basement. From its location you can see the scaffolding that surrounds the Torre del Tostón used for its current restoration, which began after the act of vandalism in which the eighteenth-century stones that form it with the word "Liberta" were graffitied.

To conclude, "we would like to highlight that the town has more places in holiday homes than the census population, and that the institutions have the duty to protect the heritage, the landscape, the social welfare and the local economy of our towns".
David Hernández: "the demolition in El Cotillo could not be stopped due to a Municipal License granted in 2014".
In the face of the images of demolition in El Cotillo disseminated on social networks, the City Council of La Oliva offers clarification on the incident and focuses on the progress of the municipality in heritage protection through a new catalog.

In his statements, the Councilor for Urban Planning and Historical Heritage of La Oliva, David Hernández, highlighted the importance of providing clarity and understanding to the community: "Yesterday, neighbors of El Cotillo informed me about the demolition of an old house. Despite our efforts, the demolition could not be stopped due to a Municipal License granted in 2014. As the councillor responsible for the area and together with the urban planning team, we will work diligently on the preparation of the Architectural Catalogue to avoid similar situations and preserve our heritage and cultural identity".

The mayor of La Oliva, Isaí Blanco, shared the citizens' concern and highlighted the meticulousness of the process: "the municipality of La Oliva is extensive and diverse, which demands time to properly catalog and protect our historic spaces. We are committed to avoiding mistakes and learning from experiences on other islands."

Regarding the progress of the heritage catalog, Hernández reported: "We have been working on it for two years, and if everything goes according to plan, it will be initially approved during this year 2024. This instrument is crucial, and we will thoroughly review existing dossiers to ensure that there are no more situations like the one that occurred."

Fuerteventura stands up against containers and huts on rustic land.

The reports of the Environment detect more than 500 illegal buildings that, according to Lola García,

The Cabildo of Fuerteventura, the Government of the Canary Islands and the six municipalities of Fuerteventura have initiated an action plan to stop the proliferation of unauthorised installations on rustic land that threaten natural values, planning and biodiversity. In this sense, the president of the Cabildo, Lola García, received today the Minister of Policy and Territorial Cohesion, Manuel Miranda, to coordinate the work that will paralyze the spread of facilities such as caravans, containers, prefabricated houses and other structures that contravene urban and environmental regulations.

With the aim of establishing the greatest possible coordination and initiating this joint action plan, the working meeting was also attended by representatives of all the town councils, local Police of the different municipalities, agents of the Environment of the Cabildo, as well as the Minister of Territorial Planning, Nereida Calero, the Minister of Tourism, Blue Economy and Biosphere Reserve, Marlene Figueroa, and the Minister of Sustainability, Paloma Hernández. The director of the Canary Islands Agency for the Protection of the Natural Environment, Montserrat Ortega, was also present.

The president of the Cabildo, Lola García, explained that "this coordination meeting has been convened with the aim of initiating joint actions to stop the invasion that we are suffering in our rustic land, without any type of legal fit and seriously modifying the natural singularities of our Island and the traditional uses of this type of soil".

The reports of the agents of the Environment detect more than 500 illegal buildings of various types, distributed indiscriminately throughout the island territory. "For this reason, it is key that all the administrations involved are coordinated so that each one in its field exercises the necessary action to immediately stop what we understand as a real aggression against our landscape and way of life. We hope that joint action, with local Police, environmental agents, SEPRONA and other institutions will help to stop the situation," continued the island president. Lola García pointed out that "all these facilities are being denounced and it is important that the sanctions are executed quickly and that the soil is reverted to its natural state," said Lola García.

"The city councils and the Cabildo have expressed their concern about the proliferation of illegal containers and facilities, such as leisure homes or warehouses on unauthorized land, a very worrying phenomenon not only because of the risk they entail in terms of habitability and health, but also because they represent a serious environmental and landscape impact that we cannot afford in a land like ours," Manuel Miranda said.

The solution to this "growing problem" involves a "joint and coordinated" action between the affected municipalities, the Cabildo and the Government of the Canary Islands, which through the Canary Islands Agency for the Protection of the Natural Environment will lead an extraordinary inspection campaign to locate this type of facility. In addition, it will provide legal and administrative support to municipalities for the processing of the relevant enforcement orders.

At the same time, the Cabildo will start an information campaign on the prohibitions and infractions in this regard in this type of soil, which are typified in accordance with the Law of Land and Protected Natural Areas of the Canary Islands, which may lead to fines of up to 150,000 euros. Unauthorised buildings on rustic land are also typified in the Organic Law of the Penal Code.

The Canary Islands Government will extend to all the islands the possibility of building on rustic land.

Antonio Ortega, president of Icavi, says that "it is the only way to solve the housing issue in the Canary Islands"

The director of the Canary Islands Housing Institute (Icavi), Antonio Ortega, announced on Tuesday that the Government of the Canary Islands intends to extend to all the islands the possibility foreseen for La Palma that homes can be built on rustic land under certain conditions, according to the EFE agency

"It's the only way to solve the housing issue in the Canary Islands. The urban land available to the public administrations is what it is," said Ortega after a meeting with almost seventy construction businessmen in Tenerife.

Ortega, who has received the full support of the Tenerife employers' association for the Government's housing policies, stressed that the decree law that is being prepared for the island of La Palma will allow for the first time "that it can be built even on certain rustic land to solve the problem of housing emergency".

And he has corroborated that it is the will of the executive that this possibility, "in the future, be extended to the rest of the Canary Islands under certain conditions and with certain guarantees".

For the director of Icavi, the main problem for the acquisition of land is its qualification, and that is why he said that the next decree law to regulate land in La Palma is "extremely important and necessary".

"For the first time in the history of this Autonomous Community, it will be allowed to be built even on certain rustic land to solve the problem of housing emergency," he said.

He added that "there are lands that, due to different circumstances, are not consolidated urban and that need the development of different planning instruments, and with this decree law it will be possible to save this situation to be able to carry out the construction of public housing."

The director of Icavi took stock of the actions carried out on the regulatory modifications, the Canary Islands Housing Plan and the state plan for access to housing, as well as the management of the European funds of the Recovery and Resilience Facility and pointed out that in this regard they have "very clear ideas".

He indicated that the European funds for the construction of a thousand new homes and the rehabilitation funds for more than 2,000 homes are all in the contracting phase for their drafting, as well as 85% of the Canary Islands Housing Plan.

"Before the summer, they will all be under construction, both those of the Canary Islands Housing Plan and those of the MMR funds," he said.

The director of Icavi said that the Canary Islands are in a position to build more new homes and has asked the State for more funding, around 20 million euros, which if accepted will allow the Canary Islands Housing Plan to be extended to land that has been ceded by the town councils and councils.

The president of Fepeco, Óscar Izquierdo, praised the housing policy of the Government of the Canary Islands because "more work has been done in six months than in the last six years", and especially stressed that "public-private collaboration" has been launched, which is "where the success lies".

Izquierdo also said that the construction businessmen believe that "what we are being told is going to be done," because "the steps that we have historically always asked for from the business side are being taken."

Fepeco maintains a "total adherence to the policy that is being exercised by the Canary Islands Housing Institute, we believe that it is the right one and we are certain that the homes are going to be built," he insisted.

The promenade of Puerto del Rosario on its way to becoming a "renewed space".

The Cabildo of Fuerteventura will carry out the works to condition and beautify the promenade of Puerto del Rosario, an area of great tourist attraction in the capital of Fuerteventura. The president of the Cabildo de Fuerteventura, Lola García, participated today in the Board of Directors of the Port Authority of Las Palmas, where the agreement was approved by which the Port Authority makes available the necessary land to carry out the actions that the island Corporation will undertake.

The action is part of the Tourism Sustainability Plan in Destination 'Strong by Nature' promoted by the Ministry of Tourism with European NextGeneration funds. Once approved by the Board of Directors of the Port Authority, the agreement will be signed by the Minister of Tourism Marlene Figueroa.

The president of the Cabildo, Lola García, explains that "with this action, which will be carried out by the Cabildo, the promenade will be transformed into a renovated, modern and quality space". The work involves an investment of 546,559 euros and an execution period of eight months, "with a comprehensive intervention that will contribute to beautifying and organizing the area, with the improvement of the paving for pedestrian traffic, urban furniture and vegetation".

For her part, the Minister Marlene Figuera details that "the Tourism Sustainability Plan in Destination is aimed at enhancing the tourist offer of Fuerteventura with new facilities, beautifying public spaces and improving management in the destination". In the case of the promenade of Puerto del Rosario, it is an area of great historical and popular interest for housing the houses of the capital of Fuerteventura known as the Escuevas, which form a striking balcony towards the sea.

Councillor Marlene Figueroa also highlights that "due to its proximity to the pier, the promenade of Puerto del Rosario receives a large influx of cruise passengers, a market that contributes to the diversification of the island's tourism industry and that must have the appropriate tourist infrastructures and services".

Pájara will invest 14.3 million euros in a major urban transformation in Morro Jable.

The project includes a large urban green space, 196 parking spaces, an endowment centre with a library and an area for public performances

NEWSROOMFUERTEVENTURA

The City Council of Pájara has approved this morning in the Governing Board the project for the creation of the new Tagoror Park in Morro Jable, an initiative that will involve the most important municipal investment made in the last 20 years and that will exceed 14.3 million euros. This demand of the population had been raised in several mandates, in which steps were taken to achieve it. The current municipal government has had the responsibility of carrying out new procedures and collecting the necessary technical and legal reports, these actions being essential for the approval of the project and its subsequent tender.

The scope of the project encompasses the Plaza Tagoror, the Plaza de los Ganaderos, the green area located to the north of it, as well as the transversal streets and San Buenaventura street, creating a large urban open space whose main protagonist is the pedestrian and the vegetation.

The First Deputy Mayor and Councilor for Works, Alexis Alonso, said that "today is a very important day for Pájara, since this project, which has been talked about for many years in the municipality, takes a decisive step with its approval. Without this step, the bidding of the work would be unfeasible, so in the coming months the project could be put out to tender so that companies can present their proposals for its execution. This is a time-consuming task and last term I was concerned about working together with the technical office to move forward in this regard."

Likewise, the mayor of Pájara, Alejandro Jorge, shows his satisfaction with the achievement of the necessary reports that give validity to the project, since after the approval of Modification B of the General Plan "This is the most important project in terms of investment and need that the City Council has promoted in the last two decades, Good news to end the year and start 2024 strongly. The new government of Pájara was clear that this work is a priority, and our goal was to approve the project before the end of this year."

This action provides a solution to the historical demands of the population of Morro Jable, which needs new facilities for study, training or the realization of cultural, musical and other Events. Likewise, the provision of parking in the center of the town will also be improved.

Specifically, the actions include the execution of an Integrated Endowment Centre, an underground car park with 196 spaces, and a cafeteria with a terrace. The action will be financed by the City Council of Pájara and it is expected to have the collaboration of the Cabildo de Fuerteventura.
The Canary Islands will allocate 9 million euros for photovoltaic solar energy on roofs, car parks and other anthropized spaces.

"It could cover practically all the solar energy needs of the Canary Islands and from the Government we are committed to its use in the face of the occupation of new areas"

The Deputy Minister for Ecological Transition, Fight against Climate Change and Energy, Julieta Schallenberg, participates in the VII Atlantic Self-Consumption and Sustainability Forum held in Lanzarote, where professionals from the photovoltaic sector and representatives of the business fabric meet, to talk and bring together positions on future plans and the sustainability of the islands.

At this meeting, in which Schallengerg participated by giving the presentation "The Canarian potential of photovoltaics in anthropized areas", the strategy of the Ministry in the field of renewable energies was presented, highlighting the use of these areas to generate photovoltaic energy and other renewable energies. Spaces characterized by having a previous use, and being the preferential alternative to the use of new land.

In this regard, the Deputy Minister announced that the Ecological Transition will allocate 9 million euros derived from the Next Generation Funds for the installation of photovoltaic solar energy in these anthropized spaces. Likewise, and as a complement to this support, he pointed out that a map of anthropized areas of the Canary Islands will be published on the website of the public company Grafcan, so that this information is accessible to developers, institutions and the general public, promoting their use with renewable energies.

In his presentation, Schallenberg stated that "we must make a firm commitment to take advantage of spaces such as building roofs, car parks, reservoirs or greenhouses", since, in addition, "the development of renewables in these areas has faster and simpler bureaucratic procedures", thanks to which "practically all the photovoltaic energy installation needs in the Canary Islands could be covered".

In the same line of support, he also indicated that "the Ministry is holding regular meetings with all the island councils, to coordinate energy planning and promote the implementation of renewable energies throughout the archipelago, preventing any island from being left behind in the face of these advances".

The meeting, a benchmark for the analysis of the situation and trends of the energy sector in the Archipelago, was sponsored by the Government of the Canary Islands and the Solar Energy Technology Park of Gran Canaria and has been organized by the Association of Canary Islands Solar Energy Producing Companies (Sorecan) and the solar energy company, SM Advance Energy.

In this latest edition of the forum, other issues of interest for the sustainability and self-consumption of the archipelago were also addressed.
