Yes, I used it ages ago. I think if I remember rightly it is called "carta certificada" which can also be tracked. But they will know what you mean if you ask for carta certificada.

I used it 3 years ago to return my licence to the DVLA when I reached 70, I never arrived at the DVLA, and has not been seen to this day, did I get a refund or was I offered compensation?
