The Caserío de Cofete in the process of recognition in the territorial planning for its conservation.
The Cabildo of Fuerteventura, together with the City Council of Pájara, meets with the neighbors of the Caserío de Cofete to seek a solution and draw the lines of execution for the delimitation, zoning and management of this historic settlement, with the aim of preserving the town within a legal framework that allows it to be consolidated as a rural hamlet and preserve its ethnographic value. This population nucleus is recognized by law, but it is not included in the planning instruments.
The meeting, held on Tuesday, July 12, was attended, on behalf of the highest island institution, the island president of the Cabildo de Fuerteventura and responsible for the area of Territorial Planning, Sergio Lloret López, the first vice president and Minister of Environmental Sustainability, Lola García, as well as the Minister of Industry, Domingo Pérez. From the City Council of Pájara, its mayor, Pedro Armas, attended and neighbors of the settlement of Cofete also attended, including the president of the Cofete Association, Bienvenida Díaz, together with Professor Don Francisco Villar, as well as the secretariat of the Plenary of the island corporation and the technical head of territorial planning.
The Caserío de Cofete is not recognized within the General Plan of the municipality of Pájara, and is located in the Natural Park of Jandía, so it is within a complicated legislative framework. From the legal advisory services of the Cabildo de Fuerteventura, to end this legislative vacuum, it is proposed to follow different administrative channels in order to solve the problem and that the population center of Cofete is recognized within the planning of the territory of Fuerteventura.
The main objective of this action is to recognize the ethnographic value of the population center of the Caserío de Cofete without compromising the environmental value of the area in which it is located, for this it is essential that it is included within the instruments of territorial planning, a work that is already carried out through the PORN-PRUG files of the area that have already been commissioned to Gesplan and where it will be included such a settlement.
The president of the Cabildo of Fuerteventura, Sergio Lloret López, explained that the relevant planning instruments to solve this situation are the Natural Resources Management Plan (PORN) and the Master Plan for The Use and Management of the Territory (PRUG). "The Territorial Planning Service commissioned the preparation of these documents to the public company Gesplan and they are already going at a very good pace." As explained by the president, this last document is in the phase of analysis and review by the services of the Cabildo de Fuerteventura so that they can enter the process of public information.
Through the first management instrument, PORN, the zoning and delimitation of the settlement will be carried out, while through the PRUG the detailed ordering of the entire Jandía Natural Park is determined, in which the settlement will be included as a population nucleus in a reasonably integrated way within the Natural Park in which the least possible impact on the environment is generated and that will allow to regulate the activities in the rural settlement.
"The Master Plan for Use and Management is the instrument that will have the legal capacity to delimit and order in detail the rural settlement, to end a series of injustices, in favor of the town of Cofete, which has a very important ethnographic and historical value for Fuerteventura and that we understand is compatible with the environmental preservation of Jandía Park, so it must comply with the architectural and use conditions that are reflected in the PRUG, "adds the island president.
On the other hand, and in response to the recommendations of Professor Francisco Villar, the Cabildo of Fuerteventura, together with the City Council of Pájara, and in collaboration with the neighbors of the area, with the aim of resolving the situation as quickly as possible, have supported that a minor modification of the General Plan of Ordering of the southern municipality be made, that includes the town in said territorial planning, while the planning of the entire territory of the Jandía Natural Park is approved. To carry out this action, the City Council of Pájara has delegated its powers in the matter to the Island Corporation, and this action will be carried out through the Insular Plan for Cooperation of Works and Services (PICOS).
Likewise, during the meeting it was reported that the municipal government of Pájara has already made the request so that the Cabildo can entrust the drafting team of Gesplan, which is already developing the instruments of management of the island of Fuerteventura, which also includes this minor modification within the General Plan of Pájara, which includes the delimitation and basic planning with prior character of the town of Cofete. It has been estimated that the first half of January is expected to have this updated document.
"With these actions we work with the two instruments in parallel, both the PRUG for the global management of the Jandía Natural Park, including the rural settlement of Cofete, and this minor modification exclusively for the basic and interior management of the population center of Cofete, with the aim of being able to complete it earlier so that the neighbors not only have the recognition of the Law, but delimited and with the corresponding management that allows to regulate the activities in the rural settlement and to be able to face those judicial processes in which they are immersed, "said the island president.
Finally, the island president gave an account of a third way that will launch a project of Insular Interest for the maintenance of the Network of Roads of Punta de Jandía, both for access to Puertito de la Cruz and Cofete. These procedures, as clarified by the president, have already begun with the aim of making a paved interior road for access and visit to the Jandía Natural Park in conditions of safety and comfort, always guaranteeing environmental compatibility. This Project of Insular Interest will be worked in parallel while the drafting of the territorial planning instruments is completed, and will allow the connection of the Basic General Services of habitability, such as electricity and drinking water, to the rural settlement of Cofete.
The mayor of Pájara has celebrated the coordination and collaboration provided by the Island Council "to be able to solve a historical problem in the municipality of Pájara and that will allow to give the Natural Park of Jandía and, in particular, to the residents of Cofete, a roadmap that will serve for its conservation and use, in addition to valuing the ethnographic significance of the hamlet".
For her part, the president of the Cofete Association, Bienvenida Díaz, thanked the attention that has been given by both corporations, and pointed out that "it is important for the Caserío de Cofete to have an instrument that collects its existence and that guides us to carry out an adequate use of the environment and an architectural adaptation to the area in which we are so that the coexistence between the neighbors and the natural environment is optimal".
