Can anyone clarify the rule about on street parking, can you park anywhere even if it is blocking a persons car gate so they can't get on their own drive to park and charge their car?

If there is a Vado Permanent sign on display, with the current year shown, plus a yellow line, you can get towed. Park on the 'wrong' side (facing the traffic flow) you can get a ticket and towed.

I'm sure there are many more rules about parking, but they are two I know about (no from personal experience, but I've witnessed them happening).
