There's extensions and modifications to the villas in our community that you wouldn't believe and no request has been made to take them down. I'm only making the complaint against this as it affects me directly so I do hope you're correct!

I return from work next week, I'll visit both Police and Ayuntamiento and then give a report back. Cheers for the advice.

Update: I went to the Policia Locale and reported the fence. They came and surveyed and had a look at other building work on the estate. Upshot is they say that the neighbour had submitted plans to the architect, must have been retrospectively and I assume he means from Oficina Tecnica and that he has accepted them. I find this strange as he never gained any permissions from me or the community before submitting the plans. My next move is contacting lawyers to see if they are willing to assist. I've contacted two lawyers in Corralejo but have yet to receive a reply from either of them.

I've engaged a lawyer but it's still complicated. I have to raise an item on the agenda of community AGM he says before he can take it further. I'll update again later, AGM is in November usually. Had it raised last year but AGM was postponed for COVID reasons.

I did get the Policia Nacional involved, they sent an inspector/officer out. He made a few enquiries with Ayuntamiento and was told that the neighbour had been granted retrospective planning permission. I'll not let it rest but as usual nothing is straight forward here. You would think if half the dividing wall was mine he'd need my permission to erect the fence before going to the planning department.
