RUI Oliva Beach, Corralejo
#21
Was down by the hotel yesterday, it was looking very forlorn. They are keeping the grass cut and the irrigation was going.

Costas asks the Cabildo for the fifth time for information on the Oliva Beach desalination plant
  • The documentation on the desalination plant and the discharges is mandatory so that the Demarcation of Coasts can study the reform of the hotel
The Demarcation of Coasts of the Canary Islands has just requested for the fifth time to the Cabildo de Fuerteventura the authorization file for the desalination plant that is located in the basements of the Hotel Oliva Beach, in the dunes of Corralejo, on land of public land maritime domain.
The Oliva Beach desalination plant appears in the list of desalination stations authorized by the Insular Water Council, but there is no further information on its characteristics.
The hotel is requesting authorization for its reform and this requires the approval of the Demarcation of Coasts, which depends on the Ministry for Ecological Transition. However, the property of the hotel, the RIU chain, has presented the reform project without signing and the Water Council has not provided information about this desalination plant. Both questions are mandatory in order to study the reform.
The Coastal Demarcation requested this file three times from the management of the Insular Water Council: in January, March and April of this year. On April 29, the request went directly to the president of the Cabildo, who is also president of the Council. The last request, also directly to Sergio Lloret, was sent this week.
The desalination plant has a production of 400 cubic meters per day and dumps its brine on land in the public land maritime domain, around the hotel.
The Council, however, has not provided Costas with a copy of the authorization resolution for that infrastructure or information on its technology, the characteristics of the waters it treats, the points where these waters are taken, the volume of production, the consumption of energy, its expandability and its useful life.
Council of State
At the end of 2017, the RIU chain applied to the Ministry for a license to carry out the renovation of the hotel and raise its category from three to four stars, in addition to building fifteen new apartments. The concession that allows the hotel chain to occupy almost 60,000 meters of coastal public domain was granted in 2003 and was extended in 2016.
Last year, the Ministry for Ecological Transition began a file for the ex officio review of the Oliva Beach concession, which is pending the report of the State Council. The procedure to cancel the concession is based mainly on the fact that the company Geafond Número Uno Lanzarote, owner of the hotel and controlled by RIU, is not the only owner of the land, but rather that there are about twenty owners who are not included in the concession.
Pending procedures
The hotel chain presented an employment regulation file that affects 400 employees and the Cabildo de Fuerteventura showed “its total willingness” to unanimously support these workers. The government group promised to send a letter to urge the Ministry of Ecological Transition to resolve the situation as soon as possible. However, for five months he has not sent the information required to study the reform of the hotel.

Lloret orders the Water Council to process "preferential" procedures for the regularization of the Oliva Beach desalination plant

  • The institution sends the complete file and the detailed report of the management of the Insular Water Council to the Coast Demarcation

The president of the Cabildo de Fuerteventura, Sergio Lloret López, has ordered the Insular Water Council (CIA) to process "preferential" procedures for the regularization of the desalination station (EDAM) and treatment plant of the Oliva Beach hotel, "to facilitate the Demarcation of the Coasts of the Canary Islands expedite the approval of the establishment's renovation works license ".
"The island decision intends that these works and the reopening of the hotel can be a reality as soon as possible," says the Cabildo Majorero in a statement.
"Given the social importance, for all the families affected by this file, and given the economic significance for the tourist reactivation of our Island, the Cabildo has valued the need to give preferential processing to this file, with which it is expected that the actions can be resolved in the coming months, "explains Lloret López.
Likewise, and in response to Costas' requirements, the Institution has sent the complete file, accompanied by another detailed report from the CIAF management. "This document shows, on the one hand, that the self-sufficiency action that the hotel promotes can be regulated," says the Cabildo.
For the Cabildo, "the facilities did not require authorization from the CIAF because their start-up is prior to the entry into force of the 1990 Water Law", so this issue "should not be at all an inconvenience for the favorable report to the renovation works of the hotel by Costas ", concludes the president.
"The aforementioned industrial water production centers (without interference in the integral water cycle on the Island) were installed and put into service prior to 1980, under an exclusive self-supply regime," the technical report states.
For this reason, he adds, "they do not have an administrative authorization for installation and commissioning of the competent hydraulic Administration, since said authorization for water desalination began to be mandatory with the entry into force of the current Territorial Law 12/1990, of July 26, from Aguas ".
"The preferential processing order is a great step to speed up the resolution of this file that is vital for Fuerteventura, for La Oliva, and very especially, it is very important for the families, directly or indirectly affected, who await the reform and reopening of the hotel ", says Lloret López.
The island councilor David de Vera expresses his confidence that "this preferential procedure gives hope to the families of the hotel workers, who have been living a situation of anguish for months with no expectations about the future of their jobs."
"For our part - reaffirms the president of the Cabildo - we hope that it is sufficiently clarifying for the Ministry of the Environment and the Demarcation of Coasts, so that, in no way, this part of the procedure may be an impediment to the administrative viability of the reform of the project ".
"We want all administrations to work together and in coordination to solve as soon as possible this much-needed reform on which the economies of so many Majorera families depend," concludes the president of the Cabildo.

RIU renounces the works of the Oliva Beach until the transfer of Costas to the Canary Islands
  • El Oliva Beach desists from the request to the Ministry and has "hope" that the Executive of Torres will grant him the license after assuming the competences.
The commercial Geafond number 1 Lanzarote SA, owner of the Hotel RIU Oliva Beach, has withdrawn the request for authorization that was being processed before the General Directorate of the Coast and the Sea to carry out reform and remodeling works in that establishment. Costas has closed the proceedings. However, this does not mean that the hotel renounces to do works. According to company sources, they desist from the road before the Ministry "in the hope that the road of the Government of the Canary Islands will be opened".It should be remembered that the transfer of coastal powers between the Ministry and the Autonomous Community is imminent. Despite several delays, it is expected that the signing of the transfer of these powers will be carried out during this month of January after a technical commission has been held with representatives of the Ministry of Ecological Transition and the Ministry, as set out in the Statute of Autonomy of the Canary Islands.According to these sources, "with the Ministry it is unfeasible because when it is not one thing it is another and it is not possible to reach an agreement."The remodeling project that they will present to the Government of the Canary Islands will be the same. "If we have to reformulate it, we will see, but the Ministry has not let us even discuss the project and we hope, at least, to be able to sit at the table with someone," they point out from the hotel chain."We hope that the interlocutor of the road of the Government of the Canary Islands has another mood because until now it has been all obstacle after obstacle," they reiterate. In 2003, the concession was given to the hotel chain to occupy almost 60,000 square meters of maritime land public domain in the Dunes of Corralejo. The concession was extended in 2016 for an extraordinary extension for 75 more years. To do these works, you need prior authorization from the Administration, since it is one of the conditions of the concession, as it is a "great repair".The hotel chain is only authorized to carry out repair, improvement, consolidation and modernization works, without increasing volume, height or surface. The renovation of the hotel consists of increasing its category from three to four stars, in addition to building fifteen new apartments. In December 2017, three construction projects were presented: the refurbishment of the RIU Oliva Beach Hotel, the annexed apartments and the execution of swimming pools. Costas reported favorably the first of the projects, but not the other two.The General Directorate of Coasts requested on up to seven occasions that the hotel chain correct the deficiencies found and marked the need to present a single complete project. The company sent the project unsigned twice and in the archival document. Costas claims that he did not submit the documentation, despite the "multiple and insistent requirements."He also presented without signature the project for the authorization of the desalination plant that is located in the basements of the Oliva Beach Hotel.Faced with the withdrawal now by the company, the environmental collective Turcón asked that it be denied and that, on the contrary, the file be expired, instead of only the application being archived, but Costas did not admit that allegation, which was the only one made.RecordsOn the other hand, the Ministry for the Ecological Transition initiated an ex officio review file of the Oliva Beach concession, whose term expired. The Council of State suggested that, instead of an ex officio review, which would imply that the Ministry assumed an error when it gave the concession, it should opt for an expiration of the permit for breaches of RIU.The procedure to annul the concession is based, mainly, on the fact that the company that owns the hotel is not the sole owner of the land, but that there are about twenty owners who are not included in the concession. To this we must add the request of the Council of State to the Ministry for the Ecological Transition, to investigate and clarify whether the facilities of the Oliva Beach, the hotel and the apartments, "were built in the maritime land public domain illegally".An opinion of this body indicates that the entire establishment could be built on the beach, not in a dune area, so that all that area should have been considered a maritime land public domain. In addition, the same Ministry initiated the file to declare the expiration of the concession of the maritime land public domain occupied by the Tres Islas hotel,of the same RIU chain, next to the Oliva Beach. This concession was granted in 2007 for a period of 30 years without the possibility of extension. The reason for the expiration of the concession, which covers a plot of 30,438 square meters, lies in the fact that the company that owns tres Islas (Sonco Canarias, owned by RIU) had illegally built several rooms on the roof of the accommodation establishment. There are several more files on the hotel, including a sanctioning file, which has not been completed since 2008.

Costas already sanctions Oliva Beach and opens the door to expire its concession.

  • The execution of unauthorized works and facilities in the public domain is a serious infraction and the general director of the Coast points to a file of expiration of the RIU hotel.
The Ministry for the Ecological Transition has just sanctioned the RIU chain for illegal works and installations of the Oliva Beach Hotel, which stands in the maritime land public domain, and opens the door to expire the concession in the Dunes of Corralejo, a situation that the Tres Islas Hotel is already facing.

The general director of the Coast and the Sea, Ana María Oñoro, has imposed on a company controlled by RIU (Geafond number one Lanzarote) a fine of 204,458 euros for committing an infraction typified as serious in the Coastal Law, as well as two minor infractions.
The amount is half the cost of the illegal works and facilities executed by the hotel chain in the public domain, in violation of the concession granted in July 2003.
The resolution, to which Diario de Fuerteventura has had access, orders "the cessation of abusive conduct" by RIU in the maritime land public domain, the "restitution" of the area to its previous situation and the "return" to the Administration "of the totality of the benefit obtained illicitly".
The concession of the public domain was established for 59,768 square meters in the Dunes of Corralejo, where the hotel and the Oliva Beach apartments are located, but "limited to the existing uses and exploitations".
In September 2016, when an "extraordinary extension" of the concession was granted, "a series of conditions" were also set, including "free public access" to an area of 18,122 square meters that belong to the public domain and that are part of the concession. That area should be signposted and freely accessible.
In addition, it was determined that "only" would be allowed, "with prior authorization" of the Ministry, "repair, improvement, consolidation and modernization works, provided that they do not imply an increase in volume, height or surface of existing constructions."
On the other hand, when in April 2017 the technicians of the Demarcation of Coasts of the Canary Islands went to inspect the fulfillment of the conditions, it was impossible for them to "locate the existence and location of the surfaces of public and free access". They asked RIU for the plans, which delivered them about three months later.
With them in hand, they verified that there were public domain lands occupied "outside the limits of the concession", that there were no accesses to the areas of "public and free" use set by Costas because a fence and access control had been placed.
Between November 2019 and July 2020, several complaints were filed by Ben Magec and Turcón, groups linked to Ecologists in Action, which in its annual report has awarded the black flag to the Dunes of Corralejo for the impact of RIU hotels.
In an inspection of Costas, in November 2020, it is again verified that there is no public and free access to the concession, fenced for the most part, or that the tennis court can only be entered "from the hotel rooms".
Quote:The Ministry imposes a fine of 205,000 euros for violating the concession
And, in October of last year, it was concluded that 566 meters of fencing, 7,050 square meters of road and parking, 2,020 meters of sidewalks, 4,851 square meters of gardens, containers, warehouses and a booth have been installed illegally.
Costas values the works at 408,116 euros and qualifies the infraction as serious "since the increase in surface, volume or height has been carried out" of what was built on what was authorized in the concession.
"The fact of being the holder of a transitional concession does not imply the possibility of disposing of and executing actions in it without any reservation, since it is subject to limitations derived both from the Coastal Law and its regulations" and from the conditions established by the permit of occupation of the public domain, Oñoro stands out.
Concession in question
The ecologists transferred to the Ministry for the Ecological Transition more irregularities, with other facilities that, in their opinion, would not be covered by the Costas concession, among others the desalination plant, the water intake, the filter well for the discharge of the brine or the treatment plant of the Oliva Beach complex. They also reported discharges of untreated sewage into the sand on the beach.
However, the general director of the Coast and the Sea points out about these other irregularities denounced that "they will be the result of investigation in the eventual expiration file that, as a result of the breaches detected, can be initiated."
Quote:RIU is ordered to "cease abusive conduct" in the Dunes
In addition, in the sanctioning resolution indicates that the fine and the obligation to restore the physical reality, eliminating illegal facilities, points out that the measures are imposed "without prejudice to the provisions" in the Coastal Law "regarding the expiration" of the concession.
The director general cites the legislation, which establishes that the "expiration" of the concession will be "declared" when the occupation is privatized, when it was intended for the public, when the public domain not granted is invaded or when there is an increase in the constructed area. In all these cases RIU would have incurred, according to the sources consulted.

FROM "LOOKING THE OTHER WAY" TO THE STATUTE OF AUTONOMY

ECOLOGISTS. " RIU's main strategy has been to hide behind the dismissal of its workers in order to get the support of the local authorities, whose interest is the votes," says Honorio Galindo, spokesman for Turcón. "Meanwhile, they look the other way in the face of so many breaches of the Coastal Law and spills." "It is a shame that no politician stands up for the conservation of the Dunes in the face of RIU's predation," adds Eugenio Reyes, spokesman for Ben Magec.
STATUTE. The representative of RIU, Águeda Borges, alleged "incompetence" of the Demarcation of Coasts to open the sanctioning file, the "non-existence" of infractions or the "prescription" of the same. The general director emphasizes that the Statute of Autonomy, which provides for the Canary Islands the management of concession titles, does not have an "automatic" application while the "transfer is not effective" and the "functions" that are transferred are defined.

Costas begins the expiration of the concession of the Hotel Oliva Beach of RIU before the transfer of powers to the Canary Islands.

The Ministry of Ecological Transition notes that the company has not eliminated works and facilities executed without permission, which represent a "de facto privatization of land that is for public use and free"

The Ministry of Ecological Transition has opened the file of expiration of the concession of the public domain that RIU holds on the lands of the Dunes of Corralejo in which the hotel and the Oliva Beach apartments are located, the same month that the transfer of the competences of Costas to the autonomous community of the Canary Islands is planned.

In a resolution of the head of the Demarcation of Coasts, Alberto Martín Coronel, to which Diario de Fuerteventura has had access, it is agreed to start the expiration of the concession of 59,768 square meters of maritime land public domain.

The concession was granted in July 2003, modified in April 2007 and extended extraordinarily in September 2016, with Mariano Rajoy in the presidency of the Government, for a period of 75 years, until February 11, 2089.

The basis of the file of expiration of the concession are the infractions committed by the RIU hotel chain, which executed works and facilities in the public domain "without an enabling title". In August of last year, the sanctioning file was initiated, which ended in a serious infraction and two minor ones. Last March, a penalty of 204,458 euros was imposed, which was ratified in May.

Since June 1, RIU had a maximum period of one month for "the restitution of things" and the "replacement" of the land "to its interior state", as when the concession of the maritime land public domain in the Dunes of Corralejo was granted.

The Ministry of Ecological Transition determined that, without any authorization, the company had fenced the plot, built a road and a parking lot, as well as a sidewalk, in addition to transforming the land for a garden area, installed waste containers, a maritime container, a propane tank and another untreated water tank.

In addition, without permission, RIU installed a tennis court and developed "an activity not contemplated" in the concession of the public domain, by installing a store. Since November 2019, Ben Magec-Ecologists in Action requested that the hotel chain be sanctioned. Reports from Costas' surveillance service proved him right.

Increased volume

The head of the Demarcation of Coasts recalls that the conditions of the concession of the public domain were clear: they are only allowed, with the prior authorization of the Ministry, "repair and improvement works, provided that they do not imply an increase in volume".

However, the head of Coasts in the Canary Islands stresses that, "as has been proven during the processing of the sanctioning file, there has been an increase in surface area and volume of 22 percent of the total authorized."

The Costas regulation establishes that non-compliance with the conditions by which the use of the public domain is granted "will lead to the expiration of the concession regardless of the processing of the sanctioning file." In addition, in case of serious infringement, "the Administration may declare the expiration of the title".

The concession itself granted to RIU stipulates that "if the infractions committed are of notorious importance, a file of expiration of the concession will also be initiated." In another section it is emphasized that "the breach by the concessionaire" of the conditions "will be an obligatory cause of initiation of the corresponding expiration file".

"Exclusive Use"

In the resolution with which the file of expiration of the Hotel Oliva Beach and the apartments begins, it is pointed out that the elements built and that were never authorized suppose "auxiliary facilities for the commercial exploitation" of the establishment "and suppose a rupture in front of the adjoining dune park".

"If the surface area of the land had not been expanded, presumably, they would maintain characteristics of the dune system that has motivated the declaration of the protected area" of the Natura 2000 Network. In 2009, the Corralejo Dunes, including the hotel grounds, were declared a Special Conservation Area (ZEC).

"On the other hand", adds the head of the Demarcation of Coasts of the Canary Islands, "the perimeter fence of the gardens" and the road "leaving inside the hotel and the apartments, suppose "the de facto privatization of some lands that are for public use and free, conceived as for the exclusive use of the hotel's clients and limiting the use for the rest of citizens".

RIU's non-compliance

On July 4, in the Demarcation of Coasts of the Canary Islands, a letter was received from the General Subdirectorate of Public Domain of the Ministry of Ecological Transition, following an appeal by Turcón-Ecologistas en Acción, in which it is requested "to verify on the ground if the concessionaire has complied with the obligation of restitution of things and replacement to their natural state".

However, RIU has not been willing to comply with the sanction of Costas voluntarily in the month of term granted by the Ministry. Therefore, from the central Government urged the Demarcation of Coasts of the Canary Islands to initiate "the corresponding procedure of expiration of the concession granted, without requiring prior authorization" by the Ministry.

The next day, on July 5, the surveillance personnel of Costas in Fuerteventura found that RIU had not complied with the obligation to eliminate the elements built or installed without permission. That same day in the afternoon, the head of the Demarcation of Costas signed the initiation of the file that can end with the concession of the hotel chain on the grounds of Oliva Beach.

Transfer of powers

The initiation of the file of expiration of the Oliva Beach, which joins a similar one that already had the Three Islands for some works of increase of volume without authorization that RIU refused to demolish, leave in a complicated situation the Government of the Canary Islands, whose spokesman, Julio Pérez, announced this month that at the end of July the transfer of Costas to the autonomous community would be approved, in a bilateral commission with the central executive. RIU trusts that the regional government will allow them to carry out works in the hotels.

In the case of Oliva Beach, the central government has already tried to annul the concession of the public domain after accusing RIU of having concealed that it was not the sole owner of the apartments, an indispensable condition according to the Ministry for it to be granted the exploitation of the land in the Dunes.
The Ministry initiated an ex officio review of the concession, but was not able to complete the file in time. The Council of State already suggested then that there were other tools in the legislation to eliminate the concession: instead of an ex officio review, which involves annulling an act of the Administration, a declaration of expiration for illegal acts that are imputed to the company.

Radio Sintonia:

Asofuer urges the Government of the Canary Islands to take the reins in the management of Coasts without State tutelage.

In view of the news in some media, in which it is indicated that the Government of Spain has proposed to declare the expiration of the concession on public domain granted to Riu for the Hotel Tres Islas, located in the municipality of La Oliva, inaugurated in 1976 and designed by the prestigious architect Miguel Fisac, The tourist association of Fuerteventura, ASOFUER, stresses that today the competences in Coasts are transferred to the Government of the Canary Islands and in any case it is the regional Executive that has to manage and resolve this file.

It should be noted that the president of the Canary Islands, Ángel Víctor Torres, has asked for "calm" from the workers of the RIU hotels in Corralejo, the aforementioned Tres Islas and Oliva Beach. The tourist association recalls that these hotels have been and are a benchmark on the island of Fuerteventura, being pioneers in the industry. Thanks to them, the municipality of La Oliva is today a consolidated destination and a generator of employment. In addition, these hotels have trained many professionals who have been able to develop their career and life on the island.

In the words of Antonio Hormiga, president of ASOFUER, this proposal is another proof of the "harassment" of Costas in Madrid towards the RIU chain, since there is no basis to understand that the Ministry intends to retain "the competence over the granting of the concessions of the First Transitory of the Coastal Law", says the document. "If the Ministry considered that it has the competence to grant these concessions, it should have introduced that proviso in the Royal Decree of transfer, which it did not do, and we cannot be subjected to arbitrary decisions; We must all play with the same rules of the game, if not, we will continue with legal uncertainty in possible actions that are carried out on our coasts. "

In response to the legal situation of Tres Islas, if we look at history, the hotel obtained the license and began its construction in 1972; the dunes of Corralejo were declared a natural park in 1982, although the land where RIU hotels are located is outside it, and six years later, in 1988, the State Government approved the Coastal Law. This rule grants a term of 30 years to buildings that, like Tres Islas, were affected by the public domain easement, and the hotel became an administrative concession of 30 years extendable to another 30. At present, this extension of the concession is fully in force.

For the president of ASOFUER, "we cannot take this news lightly. We must believe and believe in justice and its coherence, but we cannot keep the workers in suspense either; We must give security to all these families and also to the company. Today, RIU hotels in Corralejo represent more than 10% of the beds in the municipality of La Oliva, as well as its economic activity".

The Government of the Canary Islands will decide on the Tres Islas hotel.

The Council of State considers the current file expired so the Canarian Government would have the powers from January of this year.

The situation of the file of the Tres Islas hotel in Corralejo, threatened with demolition by the last report of the technicians of the ministry of ecological transition, will from now on be the responsibility of the Government of the Canary Islands after the expiration opinion of the Council of State.

The permanent commission of the Council of State studied this Thursday the resolution file of the concession to the Hotel Tres Islas, of the RIU group in Fuerteventura and considered that the file that worked in the Ministry of Ecological Transition has expired.

The viseconjero of economy of the Canarian Government and socialist candidate to the majorero council, Blas Acosta explained a week ago that "from the PSOE of Fuerteventura we will not allow the demolition of the Hotel Tres Islas de Corralejo and so it has been transferred to whom it corresponds, remembering that under the Statute of Autonomy of the Canary Islands the competences of Costas are of the Autonomous Community "

In this sense Acosta said "we appreciate all the motions for resolutions but the resolutions will be adopted in the Archipelago, and of course in this matter no decision will be taken without Fuerteventura".

In the same vein, President Torres expressed himself on April 12, on a visit to the Chamber of Commerce of Fuerteventura, when he stated that "before some alarmist messages, I must clarify that the conclusion of the new reports is the same as we had in December, therefore there is no news, except that since January 2, 2023 the competences in Coasts are in the hands of the Government of the Canary Islands ".

This victory for the workers of the north of Fuerteventura gives margin to the Canarian authorities and the company to solve the different circumstances surrounding the property, but above all it gives a solution to the people who saw their employment in danger and the families that depend on it.

About the Council of State

Green light for the renovation works of the Oliva Beach hotel and apartments.

The Ministry of Ecological Transition, Fight against Climate Change and Territorial Planning of the Government of the Canary Islands has authorized the renovation and modernization works of the hotel and apartments 'Oliva Beach', located in the municipality of La Oliva (Fuerteventura).

This agreement is based on the competences transferred through Royal Decree 713/2022, of August 30, on the transfer of functions and services from the General State Administration to the Autonomous Community of the Canary Islands in matters of coastal planning and management, which became effective on January 1, 2023.

The order signed by the counselor responsible for the Area, José Antonio Valbuena, establishes that these works can never involve an increase in volume, height or surface of existing buildings in the area. This authorization also reflects that the planned actions do not affect any protected area included in the Canarian Network of Protected Areas.

The actions planned in the hotel and apartments include improvements in energy efficiency, improvements in accessibility conditions, replacement of furniture, works necessary to improve safety conditions in case of fire, reform of common areas and rooms and Demolition of certain rooms in disuse or in poor condition.

Although the urban classification of these lands is that of rustic land, these buildings were built with the corresponding enabling title, specifically the hotel license, granted in 1972, and that of the apartments, in 1981. Since this is a situation with a specific intervention regime, this is defined in the concession title which is based on the maintenance of the installations and improvement and repair works.

The Canarian tourist employers, case of the Association of Tourism Entrepreneurs of Fuerteventura (Asofuer); the Lanzarote Tourism Federation (FTL); The Hotel and Extrahotel Association of Tenerife, La Palma, La Gomera and El Hierro (Ashotel), and the Federation of Hotel and Tourism Entrepreneurs of Las Palmas (FEHT) celebrate and applaud the granting of the favorable resolution for the renovation of the Riu Oliva Beach hotel in Corralejo, on the island of Fuerteventura, for being "an act of justice and for the socioeconomic relevance for the maintenance of productive activity and employment in the north of the island majorera". This authorization, underline the tourism entrepreneurs, occurs "with full respect for the measures of environmental protection and care in the actions on the coast, given the full urban legality of said property by the administrative concession in force, renewed by the central government in 2016 ".

The employers explain that the granting of the authorization for the renewal of the Oliva Beach, agreed by the Ministry of Ecological Transition, Fight against Climate Change and Territorial Planning, occurs within the current regulatory framework, after the transfer of the competences of Costas from the central administration to the Autonomous Community of the Canary Islands since January 1, 2023. The employers of tourism want, in that regard, to applaud the performance in this matter of the President of the Government of the Canary Islands, Ángel Víctor Torres, as well as the technical performance carried out from the aforementioned department of the regional Executive, led by the counselor José Antonio Valbuena. With this, it is proven that the transfer of powers over Coasts begins the way for the performance of self-government in the age of majority for the regional administration in this matter, with full respect for the state legislation that regulates actions on the coast, as in the case of the Riu Oliva Beach.

They assure that "the socioeconomic relevance of the renovation of this hotel facility is undoubted, both for the municipality of La Oliva and for the island of Fuerteventura as a whole. And in turn, the improvement of the tourist offer in Fuerteventura reinforces tourism in the Canary Islands as a whole, underline the employers of the sector". According to transfers, the reform project contemplates a modernization of facilities that will return the competitiveness of said facility and will improve the quality standards in the service of a hotel complex whose average occupancy exceeds 80%, with 400 direct jobs and a very relevant impact on economic activity in the north of the island majorera. Therefore, "a horizon of tranquility regarding the future of Oliva Beach is in turn excellent news for hundreds of families in Fuerteventura, who have expressed in recent years their clearly favorable criteria for the continuity of the activity with full respect for the regulations and in conditions of sufficient quality to guarantee jobs".

The tourism employers remember that this license is the culmination of the work of six years, which have waited for the hotel workers in a context of uncertainty increased by some actions of the Ministry of Ecological Transition, little in accordance with the current regulations on Coasts and the titles granted by that same department in 2016.

Finally, the businessmen recall that the new Oliva Beach will be a facility not only more competitive in the tourism market, but will also reinforce the actions aimed at guaranteeing environmental compatibility between the hotel activity and the environment in which it is located, in an area of maritime-terrestrial public domain but outside the physical scope of the Natural Park of the Dunes of Corralejo. Therefore, it is a good decision for employment, but also for the social and environmental sustainability of the north of Fuerteventura, an issue that has undoubtedly been taken into account by the Government of the Canary Islands in the processing and favorable resolution of the renewal authorization.
