When it says all restrictions are temporarily suspended, do you know if this includes dancing?

The compulsory wearing of masks indoors will end on 20th
April, except for in hospitals and health centres and on public transport.

Seems like all restrictions may have been suspended, however I was refused entry to Tres Isles to enjoy the house band last Saturday, as I was a non-resident.
Either the chain of command is not aware that restrictions are suspended (or not passed the message down the line) or certain hotels have decided to continue with the restrictions.
