A translation: 

PHASE 0 starts on Monday, which entails the obligation to wear masks on all public transport. To facilitate compliance with this obligation, six million masks will be distributed in the main nodes of the municipalities. The Government will allocate 7 million to the municipalities. One and a half million will go to NGOs.

It involves the departure of boys and girls, exercise and walks, as well as the opening of establishments: restaurants and cafes may deliver orders on the premises. Orders must be made by phone or email.

The preferential pay-as-you-go system for the elderly or vulnerable groups still stands. The shops and service premises that were closed until now (hairdressing salons, clothing repair or workshops) will be able to attend to the public with an appointment system with a single client for each worker. They will have preferential service hours for the elderly that must coincide with the departure time (from 10 to 12 or from 19 to 20 hours).

In Phase 0, restrictions are lifted for professional sports, which will allow individual training, without time limits and within the province. Paralympic sport may be accompanied by another person. Clubs may hold individual trainings at club facilities.

On Monday, May 4, the islands Formentera, El Hierro, La Graciosa and La Gomera go directly to PHASE 1 with more flexible measures. Social contact will be allowed, the cohabitants can go in the same vehicle. You will be able to go to business premises with capacity limitations, terraces, libraries or markets or cultural shows with capacity limitations are reactivated.

A question with the restaurants or establishments that open to offer pre ordered take away when you go to collect it has the restaurant got to be within 1Km of your property and be part of your daily walk / exercise or can you drive to get it like you can your grocery shopping?

1.-What is allowed from tomorrow, Monday the 4th, nationwide?

Go to shops and service venues by appointment, pick up takeaways in bars and restaurants, train professional athletes and consult archives. All these activities can be done from Monday but, yes, with limitations.

These measures will be applied throughout the country, although in the islands of Formentera, El Hierro, La Graciosa and La Gomera, in phase 1 from Monday, other activities will also be allowed.

2.-What about shops and hairdressers?

Any store of less than 400 meters, which excludes department stores, can open to the public, be it a store or a service. Of course, it can only be attended by appointment. And for the moment, the opening of shopping centers is not allowed

You can only go to shops or services within the municipality of residence.

3.-How many clients can there be in each business?

There can only be one client for each worker and the separation between clients and between them and employees of at least two meters must be respected (one if separation systems such as partitions or glass are used). In places like hair salons or beauty centers, where this worker-client distance is impossible, employees should have adequate protection systems.

4.-What obligations do the owners of these establishments have?

Perform two rounds of cleaning and disinfection per day, one at the end of the day.

It is mandatory to clean uniforms and work clothes daily, at temperatures between 60 and 90 degrees.

They must have hydroalcoholic gel dispensers at the entrance.

In cases where testers are needed, they will be disinfected after each use.

The owner will be responsible for the protection of his employees, who must have protective equipment, such as masks and gloves.

Phase 0 started today. 
A confirmed summary of what is allowed from the BOE , published yesterday:
Anyone traveling by bus, rail, sea or air must wear a mask covering their nose and mouth, which will be handed out at transport hubs. Face masks will also be mandatory inside private vehicles when the passengers are not all members of the same household.
 
In private cars and company vehicles whose main activity is not road freight transportation, with seating for up to nine people including the driver, it will be possible to seat two people in each row, as long as they wear face masks and keep the greatest possible distance between them.
On public transportation where all passengers must be seated, no more than half of the seats may be occupied. On buses, the row directly behind the driver must remain empty.
 
Stores under 400 square meters may reopen but customers need to make appointments ahead of time, either by phone or email. Clients older than 65 must have their own time slot, which also has to coincide with the time assigned for daily walks for the 70-and-over population (10am to noon and 7pm to 8pm). There can only be one client for every employee, and stores selling clothing and shoes have to disinfect each item after every use. The premises must also be disinfected twice a day, including at closing time. Employee uniforms must be washed daily at a temperature of over 60ºC. Customers may not use the bathroom unless it is an emergency. If it is not possible to keep a two-meter distance, face masks will be mandatory. All stores must have hand sanitizer available for their clients.
 
Until now, restaurants have been allowed home delivery. Starting today, customers may also pick up their orders at the restaurant, as long as safety conditions are met. There must be a plexiglass barrier separating workers from clients, and ideally only one employee per client. When this is not possible, the latter will have to remain two meters apart. Hand sanitizer must be available at the entrance and exit, as well as bins without lids. Orders must be placed ahead of time by phone or online to avoid crowds.
