SEPRONA denounces cuts in the ears of 37 breed dogs.
The Patrol of the Nature Protection Service SEPRONA de la Vega de San Mateo, on June 18, 2022, carried out an inspection during the development of an event-exhibition in the town of San Mateo, detecting a total of 37 Dogs of American Bully breed on which there are suspicions that they have been subject to aesthetic surgical intervention with the otectomy technique, by which the ear pavilions are partially or totally eliminated (cut in the ears). For this reason, each of the owners-holders was recorded, formulating a total of 40 administrative complaints.
Knowledge of the facts
The Civil Guard initiated a Police investigation as a result of having knowledge through social networks last May, of the realization of an event-canine exhibition in the town of San Mateo, being organized and promoted by a Dog Association.
Inspection and initiation of the actions
The Civil Guard carried out the corresponding inspection in the exercise of its specific functions, during the celebration of the event, detecting a total of 37 dogs, on which there were suspicions that they have been subject to aesthetic surgical intervention through the otectomy technique, then proceeding to draw up a record to each of the owners who own the animals, in addition to requiring the necessary documentation to justify such intervention on the corresponding animal.
On the other hand, several canine health cards were also seized, because they presented some inconsistencies in the data exposed in them.
Finally, the Civil Guard formulated the administrative complaints after having completed the analysis of the intervened documentation, as well as that provided by the owners and / or owners of the animals, being sent to the competent Authorities, for the commission of alleged infractions to Law 50/1999 of December 23 on Potentially Dangerous Animals, in accordance with R.D.287/2002 that develops it and Law 8/1991 of April 30 on protection of animals, due to the lack of a license to keep potentially dangerous animals, lack of compulsory insurance, lack of mandatory vaccination, as well as for carrying out the practice of mutilations (otectomy) on animals without veterinary control or in breach of the requirements established in the aforementioned law.
This surgical practice has been totally prohibited since February 1, 2018 when the Instrument of Ratification of September 27, 2017, of the Council of Europe Convention on the Protection of Companion Animals, signed in Strasbourg on November 13, 1987, entered into force in Spain.
The Civil Guard informs that despite not being recognized the American Bully breed as such, due to its physical characteristics, they meet practically all the characteristics set forth in Annex II of Law 50/99 on potentially dangerous animals.
It is important to remember that surgical interventions on dogs are only authorized for health reasons of the same and should always be practiced by a registered veterinarian.
The Police operation was carried out with the support of Agents belonging to the patrol and the investigation team of the SEPRONA Command of Las Palmas, the USECIC of Las Palmas in charge of the security and protection of the event, PRC of the 1st company of the Civil Guard of Sta. María Guía, in addition to the air support of the Drone Unit (UNIDRON) of the Local Police of Telde, which made aerial recordings of the intervention carried out at the venue of the event.
For all these reasons, the proceedings instructed for this purpose have been brought to the attention of the judicial authority.
