Uhm...I stayed at the Tres Islas a few years ago and access was for guests only, not even the guests from the other RIU hotel were allowed, so I think that's nothing to do with restrictions. But there may be something I don't get.

Been going to Tres Isles since 2009 as a non-resident 1/2 nights a week when Paloma are on without any problem before
COVID. In fact, when I told Danny in Paloma I had to leave, he couldn't believe we couldn't stay.
Paco, the head waiter who wasn't there on the night I visited (you will know him if you are a regular) calls me family.
Rules have changed this month till end of
April, so no reason why non-residents shouldn't be in hotel at the moment.

Thank you beachlife. I stayed at the hotel a couple of times but I didn't know about the access to non-residents.
