Can someone please clarify for me the restrictions on moving around the Island? we have someone starting to remodel our kitchen tomorrow, so we would like to be off the property, and management has an elderly friend living in Cotillo she has not seen since  February is this doable and still stay legal?

Just seen this posted on FB by a very reliable source yesterday evening 16/5 - 

A new BOE just issued today further explains previous restrictions for us in phase 1. We all know the phases will be gradual and revisions and amendments will be necessary depending on how we and the virus behave, current figures of reported cases, number of deaths and how the Spanish health service is coping with the demand. This BOE mostly details phase 2 but also gives some amendments to previous announcements for phase 1. 

My translated (Anne Hernandez) summary of that is below.

Funerals and Wakes
- Attendance at burials or cremations is restricted to a maximum of fifteen people,
family members and relatives, in addition to the minister or similar. Wakes may be carried out at facilities for such use only between 8:00 am and 10 pm.

Reopening of retail establishments and commercial premises
- Permitted to open if they have a usable surface area of display and sale equal to or less than 400m2 and, in the case of being larger, are permitted to reduce their space to not exceed this limit provided that they meet all of the following requirements:

a) Reduce the total capacity in the premises to 30%and maintain a minimum distance of two metres between customers.

b) Establishing special opening hours with priority service for 65 years and older.

Retail establishments and commercial premises

- In the case of retail establishments and commercial premises found within shopping centres, they may reopen as long as they have a usable area of display and sale equal to or less than 400m2 and have direct and independent access from the public road.

- Via appointment only car dealers, ITV centres, garden centres and nurseries may also reopen the public.

Likewise, public gambling concessionaires, with the exception of those located within shopping centres may reopen but must have independent access from the public road.

- All establishments and premises may open that offer on-site collection systems for products purchased by telephone or online, provided that they guarantee a staggered pick-up times to avoid a concentration of people inside the premises or by its entrance.

- A preferential home delivery system may be established for particular groups.
Establishments and commercial premises that have an area of display and retail of more than 400m2 may also reopen but will need to create a waiting area additional to the 400m2 ensuring compliance with the safety and hygiene measures.

- In establishments and commercial premises that have their own car parks for their employees and customers, with automatic access via ticket readers and employee cards these will be replaced by manual control.

Markets

When the relevant Town Halls decide and communicate the decision to the body responsible for health care in the autonomous community, outdoor or street flea markets may be reopened but must ensure that items for sale are not handled by the public. The Councils will establish requirements for distancing between stalls and number of shoppers to ensure safety and distance between workers, customers andpassers-by.

In any event, they must be limited to 25% of regular or authorised stalls and less than one third of the normal capacity or the surface area may be increased in such a way as to produce adhere to the limitations.

Premises and establishments offering cultural Events and shows

- These may reopen as long as they do not exceed one third of the authorised capacity. In addition, if they are enclosed places, there may be no more than thirty people in total and, if they are in the open-air the maximum authorised capacity shall be 200 people.

Hunting, Sport and Recreational fishing.

- These are permitted provided that the safety distances and hygiene measures are obeyed.

When it is not possible to maintain the established safety distance the use of a mask will be mandatory. No hunting or fishing equipment, food or drink utensils can be shared. Clothing must be cleaned and disinfected after use. Hunting and fishing equipment used shall be cleaned and disinfected.

I wonder if any of the Lobos boats are running? Anyone been down near the harbour and happened to notice? I know they were given permission in this Phase but don't know if they have taken it up due to economics.

Thanks to Tamara,  but I found this about recreational swimming pools at the end of the article.  Looks like hotel pools will be able to open on Monday 25th May if they restrict the number of users.  Good news for us tourists!

Sports and beaches recover ground in phase 2

Swimming pools

They reopen the pools, with some differences whether for sports or recreational use. In sports, article 43 of the document states that "open or covered swimming pools may be opened for sports activities with the limitations set forth in this article."

In this sense, the BOE states that "any person may access them, with preferential access for integrated athletes, through the corresponding license, in the sports federation whose sports modalities and specialties are developed in the aquatic environment; swimming, rescue and lifeguard, triathlon, modern pentathlon and underwater activities ”.

As for recreational pools, “recreational pools may be opened to the public, access to which is permitted by any person. The maximum capacity allowed will be thirty percent of the capacity of the installation, as long as it is possible to respect the safety distance between users of two meters. Otherwise, said capacity will be reduced in order to comply with the safety distance ”.

It would appear not, the article refers to those over 70 and by implication, it seems that the time slot remains. Things could be lost in translation though.

Hm. I'm going to take that to mean you can do anything that's not sports during those times, so a gentle walk shouldn't be a problem...? Considering you can go to the beach whenever you like, I'm hoping it won't be an issue. Thanks for the additional information!

This article in Canarian Weekly suggests that further announcements will be made in the next 48 hours to clear up any ambiguities. I don't have a clue how time restrictions could be policed anyway.

- Wakes/funerals for a larger number of attendees than in phase 1

- Limitation increased to 50% of the capacity in places of religious worship.

Maybe regards exercise, they're trying to avoid people cycling/jogging/skateboarding/etc in the public spaces during the hours when the elderly are supposed to be out? Exercise means deeper breathing which increases the lower-lung respiration which supposedly increases the chance of passing on COVID, and the over-70s are supposed to be more vulnerable, so maybe they're going to try to prevent these two groups from crossing paths? 

It would be fairly easy to Police visible exercise (someone on a bike, someone running, etc.) during certain hours, while still allowing normal movement of people (walking, shopping) at all times. I know some shops are going to be doing special OAP hours, though, so perhaps they just won't allow anyone under 70 out at all between 10am and noon?

I'll be interested to see how it all shakes out. Whatever decisions they make, I hope they'll at least be comprehensible and clear.
