Controversy regarding the new "rules" for maritime rescue in the migratory drama.
After the controversy over the lack of response from the last rescue and the different versions, a new approach appears
A new map of the SAR zone's responsibilities in the waters belonging to Western Sahara is sowing a sense of occultism among the archipelago's media. The new map could be the result of Morocco's claims on the waters of Western Sahara and reasons for some kind of agenda that we do not know at the moment.
"The map on the left is the map of the SAR zone of Spain, shared until today by @salvamentogob on its website and networks. On the right, the map that has been given to us today and that gives Morocco the waters near Western Sahara. When did this change occur and why?", argues Osiris Armas on his Twitter account.
In this sense the controversy was advanced these days when from Maritime Rescue it was decided not to attend the call of a boat in distress and that the Moroccan gendarmerie came in one of its boats. The 12-hour delay in the operation resulted in 33 deaths in the area.
The change in the map of the SAR zone seems that it could be part of the discussion of the rescue pilot and the office in Las Palmas that would finally decide that the rescue would be done by Morocco, which with the new map provided would make sense.
But who decides this?
The new relations of the Spanish state with Morocco, in which it had been proposed to leave the control of the airspace in Western Sahara in its hands, seems to have not yet occurred, but, in this sense, there was never talk of the competences in the waters and less from the point of view of the United Nations and the responsibility in the rescue.
The policy of immigration containment could be behind this "theoretical change", an issue that the authorities have not communicated.
Shared SAR Zone
Another non-exclusive version is that the vessel was in an area of shared SAR responsibility. SAR (Search And Rescue) zones are declared by each country to the IMO (International Maritime Organization). These zones are published on the IMO website.
Under this prism there is an overlapping zone in which "both countries share responsibility for maritime search and rescue," according to Salvamento Maritimo. "This means that both countries must coordinate to address emergencies that occur in that area, being a shared area, coordination can be carried out by both Spain and Morocco," an issue that until now was not the case, as indicated by hundreds of rescues by Maritime Rescue a few miles from the Saharawi coast.
