Paperwork needed for Canary Islands resident discount

Hello - please could I get some advice on how to get the correct paperwork for the Canary Islands resident discount? 

I have a certificado de inscription padronal from La Oliva and a (new) TIE card.

I'm not even sure if I'm eligible for the discount.

I've read of the internet that I need a Certificado de Viaje and also that the airlines also use an electronic system.  I'm trying to avoid extra bureacracy (wish me luck!).  Please let me know if this info is true and if so how do I get a paper Certificado de Viaje (if indeed that is what I need).  Any links to websites to apply would be hugely appreciated.  Thank you in advance.

When you purchase a ticket on the website of the airline (domestic flights only, of course), once you type your details (address, NIE number (not TIE), etc.) you may be asked for a certificado de viaje or not. If you don't need it you should get something like the attachment below (that was with Binter).

   

If you need one you can get it from the town hall. Some people I think they do it even straight from the website of the ayuntamiento, I think only if they have a Digital Certificate, but I'm not sure, I don't have one. Last year I went to Tenerife with my partner who is British (I'm not); on the Binter's website I was asked for my partner to present a certificado de viaje at the counter (see below).

   

We went to our town hall for the certificado and they realised that my partner had the TIE number on their system instead of the NIE (the green one). They then changed it, TIE's was no good for them. A week ago we went to Gran Canaria and this time Binter didn't ask for any certificado, as you can see in the attachment above. We have been residents in Spain for more than five years but for less than five in the Canaries, nevertheless we got the discount. However, always bring the TIE with you when travelling.

First question: do you have residency? Is it temporary or permanent (the TIE will show which).

In La Olivia, they will only issue the travel document to permanent residents but I think other areas don't wait five years before issue.

Once you have the certificate, you are registered with the electronic system that the airlines and ferry companies use. My Binter boarding cards say NOT to produce travel document (as they have already verified my entitlement by that system). Same with Fred Olsen and Armas.
