The post says "In municipalities with a population of less than 5.000, these time slots do not apply. Those who live in such towns may do exercise/walks from 6am – 11pm, as there will be no risk of overcrowding."
I wonder if something has got lost in translation. As it talks about municipalities in the first sentence then changes to towns. So I am not sure if its 5000 in a municipality or in a town. I doubt if there are any municipalities with less than 5000 as these tend to be larger areas. I`m on the fence on this.

I've read several of the original Spanish texts, El Pais for example, and they all talk of Municipios.
Google translates: Administrative territorial division in which a state is organized, which is governed by a city council. (ie Ayuntamiento) As I said previously, Betancuria is the only municipality on Fuerte with less than 5000 population. This daily timeline from El Pais is quite good as a graphic representation:

The difference between whether its a municipality or town is only between walking between 6-10am or 6-11am so at end of the day doesn`t make a real difference. I`m going for exercise early in morning breakfast for me after my exercise.
