The president of the Canary Islands, Ángel Víctor Torres, and the Minister of Public Works, Transport and Housing, Sebastián Franquis, as well as the Deputy Minister of Economy, Blas Acosta, have supervised today, Friday, April 29, 2022, the works that the aforementioned ministry is executing on the stretch of road from La Caldereta-Puerto del Rosario-Airport, included in the North-South axis of Fuerteventura. They have transferred that these works are going at a good pace and will allow to put into service at the end of this year a first route of five kilometers of this new road, between the links of La Caldereta and Guisguey. The visit was also attended by the president of the Cabildo of Fuerteventura, Sergio Lloret, and the mayor of Puerto del Rosario, Juan Jiménez. After checking the situation of the works, Torres indicated that these works are part of a road agreement that, as he stressed, now has the certainty that the 407 million not executed and pending of the previous framework will be invested, after the agreement of this Wednesday between the central Government and the Canarian executive. "This gives guarantees to the projected works, such as the new one of 150 million euros planned in Fuerteventura, whose tender we will take out as soon as possible." In this same line, he announced that next Monday the Canarian plan will be presented that contains the new education units from 0 to 3 years old with public squares for the north, south and the capital of Fuerteventura, places that reinforce that offer of free education and for the support of families, especially women. Torres considered very important the agreement on the road agreement to finish all the planned projects and thus advance in the improvement of road infrastructures, which will generate employment and also reinforce "the commitment to basic services and the quality of life of the Canary Islands". The section of the island axis of Fuerteventura that was visited today was awarded by the Ministry in 2020, for a value of 92,098,903 euros. The works, whose execution period is 54 months, began in September of that year. According to the president, almost 20 months after the start of the works, 29% of the contract has been executed today; that is, works worth close to 27 million euros. The technical managers of the work explained to the president and the counselor, who were accompanied by the Deputy Minister of Road Infrastructure and Transport of the Government of the Canary Islands, Gustavo Santana; the mayor of Puerto del Rosario, Juan Jiménez, and the mayor of La Oliva, Pilar González, that the good pace of the work will allow to put into service, in all probability in December, the first section of five kilometers between La Caldereta and Gusiguey. It is expected that in the first half of 2023 the section between Guisguey and La Hondura can also be opened. According to the technical explanations, in the first 19 months of work the awarded joint venture, formed by OHL, Satocan and Cororasa, has already executed several actions along the 17-kilometer route, such as earthworks, both in clearings and embankments, transverse drainage works that save the channels of ravines as they pass through the highway, the structures of the links of La Caldereta, Guisguey link and part of the Link of La Hondura, affirmed in different phases, both in selected soil (last layer of earth) and in cement soil and even in the most advanced areas with asphalt layers. In addition, the underpass of the Guisguey link has been completely executed, a reinforced concrete portico of 48.57 meters in length, 12 meters of light and gauge of 5.30 meters. The foundation of the underpass of the La Caldereta link, with characteristics similar to that of Guisguey, but of a greater length, has been completed, since it reaches 62.67 meters. This section of the North-South axis of Fuerteventura between La Caldereta and the airport includes a 17.5-kilometer highway, with separate roads of two lanes in each direction that will allow circulation at 120 kilometers per hour, in addition to having five links (those of Antigua, La Oliva, La Hondura, Guisguey and Caldereta) and three roundabouts (airport, access to the hospital and La Hondura) along the road. This new route will connect the section already put into service of the FV-1 that connects La Caldereta and Corralejo, so the connection between the north of Fuerteventura and the airport of the island will be defined by a four-lane fast track when the works are finished. Although the final term of the works for the total commissioning of the new highway is set at 54 months, that is, approximately by the end of 2024, partial openings of the new road will be made, according to the progress of the works, as it happens in the section that was visited today and that is expected to be put into service next December. The new highway will complete the northern stretch of the North-South axis of the island of Fuerteventura, connecting Corralejo with the capital of the island, Puerto de Rosario, and the airport. This will also facilitate by road the union between the ports of the north of that island, bringing even closer travelers who travel to the island of Lanzarote by boat. In addition, thanks to this variant, it will be possible to double the capacity of the ring road to Puerto del Rosario, the FV-3, which will contribute to significantly reduce the accident rate on the interurban roads of that island, increase the fluidity of circulation and reduce the acoustic incidence in the environment.

The Government of the Canary Islands authorizes a review of the prices of the works of the Puerto del Rosario-La Caldereta section. The Governing Council has today authorised theexpenditure corresponding to the additional payment for exceptional price revision in the work of Puerto del Rosario-La Caldereta, variants of the FV-1, FV-2 and FV-3, on the island of Fuerteventura, with an allocation of 2,067,815 euros and due to the increase in prices in raw materials and materials. This measure was approved by the Government of the Canary Islands last April, at the request of a state regulation that urged the autonomous communities and local entities to carry out this review in public sector contracts, all regulated through Royal Decree Law 3/2022, of March 1. In this sense, from the Ministry of Public Works, Transport and Housing, different working meetings have been held with the two construction employers in the archipelago, to know their needs and implement measures that prevent construction companies that work with the Canarian administrations from being harmed and can compensate for the losses they suffer derived from the extraordinary increase in the prices of the materials, first due to the restrictions on mobility due to COVID-19 and now due to inflation derived from the international crisis situation. Despite the fact that the indexation law of 2015 stopped reviewing the prices of public contracts, the Ministry of Public Works has incorporated in most of its contracts the revision of prices based on the price indexes of the materials of works published periodically by the INE. The latest data show that the cost of steel, bituminous and aluminum and copper materials has registered an increase of 11.22% in an annual year. Requirements for evaluation This price revision applies to public works contracts, whether administrative or private, that are in execution, tender, award or formalization at the entry into force of Royal Decree Law of March 2, 2022. Also to those whose award or formalization notice is published on the public sector contracting platform in the period of one year from the entry into force of the aforementioned royal decree law and to the awarded contracts whose tender notice is published on the contract platform within one year from the entry into force of the royal decree law and whose specifications of particular administrative clauses establish a Price revision formula. According to the state standard, the amount of the price revision may not exceed 20 per cent of the contract award price, and shall require the prior request of the contractor.

The stretch of road from Caldereta to Fuerteventura Airport is opened to traffic. (Tamara - this statement is slightly misleading!) The President of the Canary Islands, Ángel Víctor Torres, together with the Minister of Public Works, Transport and Housing of the Government of the Canary Islands, Sebastián Franquis, today supervised the implementation of a new section of motorway within the North-South Axis of fast connection of the island of Fuerteventura, between the links of La Caldereta and Guisguey, in the FV-1. The five kilometers of highway open today to traffic represent the commissioning of the first section of the new 17.5-kilometer road built by the Ministry of Public Works between La Caldereta and the island's airport, passing through the ring road of the capital, a work in which more than 92 million euros will be invested. Torres expressed his satisfaction for "this happy day, since it opens a five-kilometer road with two lanes in the same direction that responds to one of the great demands of Fuerteventura: the preservation of safety". The head of the Executive recalled that it is an island with many connections with a single lane and, therefore, with high accident rates, so these roads try to counteract that situation. The president highlighted the work of the ministry directed by Franquis and the UTE "because, when things are done well, it must be said", while stressing the importance of the section to the airport that is being executed and the fact that a project of about 90 million is being developed, of which 40 million has already been used, "non-stop even at the worst stage of the pandemic." He was also convinced that the backbone of Fuerteventura road, from La Oliva to Pájara, will be resolved with the work underway, with the environmental impact statements approved, the projects completed and the financing secured. For his part, the counselor of the area, Sebastián Franquis, said that "today we fulfill a dream to communicate two fundamental and strategic points of the island of Fuerteventura: the north from the port of Corralejo, which is one of the ports that registers more traffic in our community, with the airport of the island ". The average traffic intensity calculated for this first section of the new road is 13,000 vehicles per day. The contract to execute the works of the highway project between La Caldereta, Puerto del Rosario and the Airport was awarded for 92,098,903 euros and an execution time of 54 months to the UTE (Temporary Union of Companies) formed by the companies OHLA, SA., Construcciones Rodríguez Ramírez (CORORASA) and Satocan. About 30 months after the start of the works, 45% of the contract has already been executed, that is, works for more than 41 million euros. The good execution of the work allows to plan new partial openings of this new section of 17.5 kilometers of highway of the North South Axis. In this way, a large part of the work is being concentrated on the part of the route between the Guisguey link and the La Oliva link, located next to the ring road (FV-3), so it is expected that it can be put into service in the first quarter of 2024. In this way, the existing highway from Corralejo would be continued with a four-lane expressway. It is explained from the Government that work is also being done with intensity in the southern section of this highway, the one between the roundabout of access to the airport and the connection with the ring road (FV-3), in order to open it to traffic in the middle of the year 2024. This section has no interference with the traffic currently in service, and would eliminate a part of the burden of vehicle circulation on the current FV-1 that comes from Puerto del Rosario, and is directed more directly to the General Hospital of Fuerteventura on the southern side, through a branch and a roundabout collected in the construction project. The section of the ring road, the last to be addressed Although work is already underway on it, the section that corresponds to the expansion and improvement of a part of the Puerto del Rosario ring road would be the last to be opened to traffic due to its complexity due to the services affected and the intensity of traffic that this road currently registers. In this sense, an important part of the current FV-3 will go from being a one-carriageway road for both directions of circulation, to being part of the new highway with two separate carriageways, one for each circulatory direction. The Minister Sebastián Franquis stressed that completing the North-South Axis of expressways in Fuerteventura was always a priority of his ministry and that is why the drafting of the projects to continue the fast connection through the south of the island with the sections between the Airport and Pozo Negro are already in the bidding and awarding phase. and another between Cuchillete and Matas Blancas.

Is it currently holiday time for Spanish Road Contractors?
Twice in the last 10 days I have driven round the PDR ring road and then north and see there doesn't appear to be any work being done on the new motorway, the diggers and dumper trucks are parked up and don't seem to have moved whilst we have been here.

I can tell you that in the past recent days I saw workmen (re)moving plants and trees (mainly dragon trees) from the roundabout where electron is. I suppose they want to salvage them.

The Government authorises an exceptional revision of the prices of the Puerto del Rosario-La Caldereta project in Fuerteventura. The Governing Council approves an allocation of more than four million euros to compensate for the increase in costs caused by the increase in the prices of certain raw materials and materials. The Government Council of the Canary Islands, at the proposal of the Ministry of Public Works, Housing and Mobility, led by Pablo Rodríguez, has approved the additional payment of €4,833,667.51 for exceptional price revision in the Puerto del Rosario-La Caldereta work, variants of the FV-1, FV-2 and FV-3, on the island of Fuerteventura, to compensate for the increase in the cost of construction materials. The initiative complies with state regulations, regulated through Royal Decree Law 3/2022, of March 1, 2022, with the aim of addressing the increase in raw material prices, initially caused as a result of the pandemic and which has been aggravated by subsequent global Events. The unforeseeable increase in costs has made it necessary to carry out this review to prevent the construction company carrying out the work from being harmed and to be able to compensate for the cost overruns caused by the situation of economic inflation and the current shortage of raw materials, avoiding losses. The Executive has confirmed that there are still reasons of economic situation that justify this measure, included in most of the contracts, and that they will be reviewed periodically. According to the decree, the contracting authority will be responsible for approving the exceptional price review, if applicable, at the request of the contractor, of the works that have been tendered and awarded after the entry into force of the Royal Decree-Law. Likewise, the amount of the exceptional review may not exceed 20% of the award price of the contract.
