Costas seals several establishments on the beach of Corralejo Viejo.

Several disciplinary proceedings are completed with the removal and sealing of the terraces of hotel establishments that occupy maritime-terrestrial public domain.

The City Council of La Oliva informs that the demarcation of Coasts, the only competent body in the maritime-terrestrial public domain, has culminated several disciplinary proceedings, initiated more than 7 months ago, with the removal and sealing of the terraces of four hotel establishments that occupied a space on the beach for which they did not have authorization.

 
For the logistics of this action have requested the city council the necessary support within the provisions of the actions that require inter-administrative collaboration, providing the personal consistory, vehicles and supervision of the work by the Local Police.

I saw a post on FB where the Police were getting bars to take tables and chairs off the beach as they don't have permits for them. What other action was taken i don't know.

It's a really long story, but in brief......

There was a night of knives at La Oliva Council 2 or 2 and a half years ago. The elected administration got voted out in a flash and a new administration arrived on the scene, headed by the daughter of the mayor who was well known for brown envelope dealings! (Rumours are like father like daughter).

The former administration had just finished the tenders for beach occupation, that is, refreshment outlets, sunbeds for hire etc..

The new administration dud a clean sweep of everything the former administration was working on, and set about their own agenda.  

These tender documents need approval from Costas, the body that controls all the coast lines.  They never got submitted.  

Existing licences expired, despite the licensees asking for a renewal for months. On expiry, licensees were told to vacate and any buildings were demolished.  

The new administration claimed it was the fault of the old administration for not completing the new tender documents and getting Costas to approve them. 

A sad example of how things can, and do go wrong.  

However, the overriding objective is, the beaches should be natural. No structures, even stone circles.

good account thanks Tom.

Also, some legitimate establishments on the seafront nearer Corralejo town have let their tables and chairs, and even sunbeds, encroach on the beach, without permission. I think it is these that the latest report concerns.

This is how Costas removed the terraces in Corralejo: five sanctioned premises totaled 862 square meters occupied on the beach.

  • The sealing of the tables and chairs occurs five years after the first complaints for invading the public domain and after a conviction of Antonio Hormiga.
It happened on November 22 but had been waiting for more than five years, when the first complaint was filed. Bar tables, chairs and umbrellas have for years invaded the maritime-terrestrial public domain on La Goleta beach in Corralejo, one of the busiest in the tourist town.

With the files in hand, to which Diario de Fuerteventura has had access, five premises occupied 862 square meters of Costas, and four of them had installed, according to the count, 334 chairs, 94 tables and 50 umbrellas. So far, economic sanctions have paid off violators. These are the five cases of terraces removed by Costas:
Galera Beach, unlicensed. The Galera Beach bar, owned by businessman Antonio Hormiga, who operated it for years, has been operating without a license since 2008. It has not been until the plenary session of the City Council of La Oliva on October 27 when a fine of 15,001 euros has been imposed for lacking an enabling title and the closure of the establishment has been ordered.
For nine years, the business of the bar and the terrace on the sand was exploited without consequences. In March 2017, the Local Police denounced the occupation of the beach and in April the Demarcation of Coasts initiated the sanctioning file. In an economic report, it was estimated that the terrace could generate, at that time, about 468,000 euros of turnover per year, with profits of 91,500 euros.
Costas sealed the terrace in November 2017, but Hormiga, president of the tourist association Asofuer and firm defender of the transfer of powers over the coast to the autonomous community, lifted the seal. The Prosecutor's Office asked for a year in prison for serious disobedience for Hormiga, who admitted the crime and accepted a sentence of conformity, without jail time and with a fine of 4,500 euros.
After the sentencing, Galera Beach and its beach terrace remained open. Ecologists in Action asked Costas and the Prosecutor's Office to intervene just over a month ago. Before the final seal, the terrace was removed on several occasions by the agents of Costas, according to the sources consulted. When he left, he was placed back on the sand.
The occupied public area amounts to about 230 square meters, with 100 chairs, 35 tables and 24 umbrellas. Antonio Hormiga is no longer the one who exploits the business. In fact, the municipal closure order has been notified to Alexander Lemes Baxter on behalf of the company Isabella JCLB SL.
Another local Ant. Costas has also sealed the terrace on the beach of another place linked to Antonio Hormiga, the Sand Beach. In the complaint, from June last year, it is found that it occupies 175 square meters of public domain with 12 tables, five umbrellas and 48 chairs, as well as 80 square meters of the transit easement with six tables, 22 chairs and a bench. They also installed a glass railing and a wooden staircase.
The company to which the sanction has been imposed is Galera Vieja SL. Until July 2021, the sole administrator was Hormiga and, coinciding with the complaint, Karim El Kaddouri El Khattabi becomes the sole administrator.
The sources consulted suggest that the bar was opened to the public where there was an apartment, in a situation that they compare to that of Galera Beach. Regular beach users, in addition to the occupation of tables and chairs, have complained about the volume of music. In February of this year, a rupture caused a discharge of sewage on the busiest beach in the town of Corralejo.

Patai Beach. Next to Sand Beach is the Patai Beach bar, in a building that was also an apartment, transformed into a catering establishment. In January 2021, Costas opened a file for invasion of the public domain, with 10 tables, 40 chairs and seven umbrellas in 50 square meters of public domain.

Its owner, Ariel Alpizar Martínez, claimed that he was unaware that it was forbidden to put a terrace on the sand. Until the November 22 precinct, the Patai bar had turned a deaf ear to requests to remove its furniture from the public domain.

The beach bar. In June of last year, the staff of Costas verified that the activity of the restaurant El Chiringuito had been restarted, "returning to place the tables, parasols, chairs and stools in areas of maritime-terrestrial public domain without enabling title, all occupying an approximate area of 154 square meters. " In the precinct it was found that they were actually 200 meters.

The company responsible is Carvigón SL and its administrators have links with other well-known companies, such as Isagon SL and, in one case, with Waikiki Canarias SL. In Corralejo his family ties with the current mayor, Pilar González, are known.
In its rejected allegations, the company maintained that the City Council of La Oliva "always" had the "use of the beaches of Corralejo" and had allowed the terraces, and that it was necessary to make an "exact measurement of the demarcation" in the place or that the Ministry of Ecological Transition was not competent to sanction, but the autonomous community.
Toro Beach. A few meters further is the bar restaurant Toro Beach, framed in the building of the Beletén Apartments. In February 2018, the Demarcation of Coasts issued a resolution in the sanctioning file opened for the occupation of about 127 square meters with 124 chairs, 31 tables and 14 umbrellas, seven of them "fixed", in the public domain.

Considered a restaurant of some prestige in Corralejo, in recent times it had also been deploying tables and chairs on the beach, which were also removed by Costas agents in November.
This place has been imposed up to 10 fines of 1,016 euros each for invading the beach and continuing to occupy the public domain: one in January of this year, another in February, one more in April, five in June, another in July and one more in October. In total, more than 10,000 euros in economic sanctions, which shows that this type of fines become profitable for the performance that the terraces on the beach give for the premises, even if they do not have any permit to settle.

Great news: sunbeds are starting to reappear in La Oliva District. They are already at Grandes Playa:

At least 700 sunbeds and 300 umbrellas are already at your disposal so that you can enjoy the sun and comfort in Grandes Playas. 🌞🏖️

This provisional measure is expected to provide an effective and temporary solution while the implementation of stable seasonal services in the coastal areas of the municipality is adequately processed.

La Oliva unlocks the service of hammocks and chairs in Grandes Playas.

The City Council of La Oliva is implementing measures to meet the needs of tourists and ensure a quality tourist experience in the hotel zone of Grandes Playas. For this purpose, interim measures are being implemented to allow the service of sunbeds and umbrellas in the popular coastal area.

With the aim of addressing the precariousness of seasonal services, such as hammocks, beach bars, umbrellas and sports activities, the City Council of La Oliva has worked in collaboration with local suppliers to implement a provisional contracting formula.

This formula guarantees the availability of at least 700 sunbeds and 300 umbrellas in Grandes Playas, Corralejo. The objective of this interim measure is to save the summer season and ensure that the coastal town can enjoy these much-requested services.

From the Department of Tourism, David Fajardo assures that "it is expected that this provisional measure will provide an effective and temporary solution while the implementation of stable and sustainable seasonal services in the future is properly processed."

The mayor of the City Council of La Oliva, Isaí Blanco, also highlighted the importance of this commitment and thanked the patience and understanding of tourists and hoteliers during the provisional implementation process. In addition, he reaffirmed the commitment of the City Council of La Oliva to provide a quality tourist experience and guarantee the safety and comfort of visitors.
