 The sanctions that could have been produced today will be annulled, for which those affected may go to the office of the company awarded the service, on Calle León y Castillo 13. 

That is counter productive. Why didn't they just scrap them rather than getting affected people to visit an office when they are meant to be avoiding unnecessary travel/contact! So much has seemed pretty well thought out considering the extraordinary circumstances and then you get something like this...
