Hmmm.. that is interesting.
I know that there have been some concerns that many people would just apply for their green card and then not actually reside in Spain. As an EU national its your right to do anything in any country (RE Official Paperworks)
I think the thinking is that the TIE card is harder to obtain and needs more paperwork, thus is more proof of actually being resident here as opposed to just getting the card from the local Police office.
I hope everyone has already started their processes for the cards.
