Sorry in advance if I create more confusion but I was wondering, if a British citizen obtained the residency in Spain (green NIE) before Brexit shouldn't that residency be permanent? Just a thought.

Last October I and my (British) partner went to Tenerife, when purchasing the Binter tickets online I was able to purchase the tickets but I was asked for proof of residency (travel certificate) concerning my partner when checking in at airport. When we went to PdR ayuntamiento for the certificate they didn't want the TIE (which my partner got after Brexit a couple of years ago, just in case they changed requirements), they asked for the NIE. As a matter of fact, on their system they had the TIE number and they said that before issuing the travel certificate they had to cancel it and replace it with the NIE number otherwise they couldn't issue it. My partner obtained her NIE in June 2019 in mainland Spain. She renews the, or perhaps I should say she confirms, residency in Fuerteventura every two years at the ayuntamiento of PdR.

Thanks Windermeregolfer, seems very unfair if say my neighbour and I both got our TIE the same day and expired the same day in 5 years that my green card dated 3 years earlier doesnt count towards permanent residency. Typical Spanish bureaucracy.

There was another report of people being turned away when trying to update their TIE's before the card expired.
BUT they did not quantify their source!
My appointment is on the 31st Jan and I am only going to complete EX23,but take everything I can think of.

As an aside I downloaded my Padron in readiness and also the historical one and noted that on their records it is just over 5 years since I last registered but I have not been sent any reminder.(need to re-register every 5 years when were in the EU but every 2 now that we are "foreigners")

Sorry,forgot to say the report was in the citizens advice.
I also asked the British consul for his opinion/advice and his reply was meaningless.

Just returned from Puerto after successfully asking for a permanent TIE.
A long epistle but I hope interesting.
Got my appointment on line as previously covered.
Arrived 10 minutes early but ushered straight in to a very dour lady with a trainee.
Asked what do you want. My reply I am here more than 5 years can I change my temp to permanent.
Then duly asked for Passport,existing TIE,Stamped form 790,one photo.
I then offered my Padron ,completed form 023,proof that I actually lived here.
A resounding No,not necessary
My passport went into a little machine,followed by the photo,which was then returned.
one set of my finger prints were taken,she went on the phone and I think they were being checked against the ones on my existing TIE
Another set of prints,I had a problem here because I had forgotten the different names of mis dados
With pantomime we got there.
I asked again did she want anything else,met with a stern why.
I have the letter to go back in 45 days time with a definitive Permanente written on it.
I said to the guard at the door that I was sad that I had all this paperwork and nobody wanted it.He thought that was hilarious.
This is a government building they are only supposed to speak Spanish,but if you seen to be trying they will give a lot of leeway.
I think my lady was being strict because she had a trainee with her,and going by her braid she was quite senior.
Very important Learn the names of your fingers before you go in.

Thanks DavidP for this excellent information, I will proceed with making our appointments for my other half and myself. A few questions, where did you get your photos, do they let you keep your temp TIE till your permanent comes through.

There is a photo shop almost opposite the Police Station, just a little further up the hill. Easy to miss as it is only a very small doorway. Just tell him what the photo is for as driving licence applications and TIE applications are not the same size.

Don't know if that is where David went, but it is close by, so very convenient.
