According to something I have just read,the Sunday timetable is only for the morning - no afternoon visits.
La fragata 'Almirante Juan de Borbón' podrá visitarse en Puerto del Rosario (Fuerteventura), en el Muelle de Cruceros, el sábado de 10.00 a 13.00 horas y de 15.00 a 17.30; y el domingo de 10.00 a 13.00.

We have arrived an there ia queue they are only letting so many on at a time, probably about 20 / 25 minute wait.
