I get the impression that without a NIE number, packages either remain in limbo or are returned to the sender.

I sort of get this that rules and system's change this is Spain Afterall, and adding your TIA number which I almost always have done, speeds things up ,but why not adding it  should delay Christmas cards defeats me it is fairly obvious what they are surely?

Well in my case a phone was sent from N.Ireland on the 4th Jan, 3 days to arrive in Langley and 4 days in customs there since N,Ireland is still in the EU customs area, then 3 days in Madrid logicstics before being sent to Madrid airport and has sat in their customs since the 28th Jan and still waiting to clear, that's 2 weeks and counting

Received a small package today posted Airmail 21/01/2022, address happened to have my TIA number on it, so whether that had any bearing on the delivery I do not know but 24 days is not bad?
