I read that as being €19.30 for a TIE renewal.

I was under the impression these were for 5 years, not annual. Am I wrong?

I assume the temporary one lasts only one year, while the permanent is renewed every five years?

Depends on WHEN you gained residency. For those who claimed residency under the withdrawal agreement, or were already resident prior to the Brexit vote, it's 5 years temporary residency and when renewed it becomes 10 years permanent residency.

Post-Brexit applications, those that require a visa before setting foot out here, it varies. 1 year, 2:years, in fact anything up to 5 in;years temporary residency. When temporary becomes permanent is specified in the visa and depends on the type of visa granted.

Giving a general all encompassing answer is no longer possible. It all depends on the type of visa.

I can confirm that the renewal of the TIE from temporary to permanent under the withdrawal agreement is 12€ when payment made at bank using modelo 079 012, I helped friends of mine renew theirs today. This is using form EX23 which is for renewal agreement and not EX17.
