From past experience working in the credit card industry, in principle, yes. It is part of the agreement between the card company (Mastercard, Visa, Amex, Diners) and the issuing bank (Santander for example) They have to provide the ability for customers (You) to DISPUTE a transaction and get a CHARGEBACK to the merchant (Ryanair) There are agreed timescales for the bank to deal with it and for the merchant to also deal with it. Be aware that the merchant can refuse and for the bank to represent the chargeback a second time. The agreed timescales are, from memory, something like 180 days so it could take over a year going down that route. But maybe not BUT this is not the same as claiming a refund from the the issuing bank under section 75 of the Consumer Credit Act, which only applies to the UK

Well fired off email to bank & answer was surprise surprise that the bank might do this for me, but it could also might charge me 25 euros for doing so. That would be decided after I had applied for the chargeback. So think I will just wait the 6 months or what ever it takes for RA to refund me. Lesson learnt by me, is in future I need to use my UK FX euro card to pay for flights in euros, as they do chargeback at no cost.

I now understand after moving banks so much how good British banks are.

It’s all a learning curve. I think as a whole, we need to get a lot more responsive to the way we are treated by businesses, tbh. Not many people react in the way that says, you do that to me, it’s the last time I do business with you. Might get a much better reaction if they knew that was what the reaction would be !!!
